- The Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO) is seeking comments from industry on options for regional detection architectures (RDAs). For the purpose of this Request for Information (RFI), the mission of the RDAs would be comprised of the technologies, operational concepts, infrastructure and other detection and interdiction strategies that focus on how to detect, interdict, deter and contain nuclear and radiological threats for the Southeast Asia geographic region. The definition of a RDA would consider the individual and collective detection and interdiction capabilities of the countries in the region, and the needs or “gaps” in present capabilities. The concept would also consider the security, political, technological, and economic context in which such capabilities exist, or potentially could exist. This includes, for example, the willingness of countries in the region to work together on such issues and the willingness of the countries to work with the United States or work with multilateral organizations to address such problems. The research and analysis would address two task areas: Strategic Analysis of National and Regional Factors for Southeast Asia and Regional Architectures for Southeast Asia. Under the Strategic Analysis of National and Regional Factor for Southeast Asia, the goal would be to examine and characterize the Southeast Asia region with respect to all issues of significant relevance to regional detection architecture strategies. The examination of issues such as planned and existing civil and military nuclear programs, border protection capabilities, general cooperative security behavior of the country (regionally and internationally), and commercial trade analysis and commercial transport pathways transiting the region. Under the Regional Architecture for Southeast Asia, the goal would be to perform research and analysis on options for strengthening detection capabilities as part of a regional architecture for Southeast Asia. In response to this RFI, the Government requests that responders address the following tasks as it relates to this RFI: 1). Strategic Analysis of National and Regional Factors for Southeast Asia; and 2) Regional Architectures for Southeast Asia. In addition the responder is asked to answer the following questions: A). Does your organization have internationally recognized expertise on SE Asia? B). Does your organization have nationally or internationally recognized expertise on nuclear detection architecture? C). Does your organization have internationally recognized expertise on terrorism: D). Does your organization have individuals in all categories 1-3 that currently old clearances at the TOP SECRET/SPECIAL COMPARTMENTED INFORMATION (TS/SCI) level and E).How do you characterize your organization’s ability to provide security experts with the ability to read and speak languages relevant to this study? Responses should be no more than ten (10) pages, Microsoft Office 2000 compatible, and should be sent to Tracy.C.Miller@dhs.gov. Hard copy responses will not be accepted.. Note that this is not a formal request for proposal. DHS will not reimburse any preparation costs associated with responses to this RFI. The Government is not committed to issuing a Request For Proposal (RFP) as a result of responses received for this RFI. It is the Respondent’s responsibility to periodically revisit this website for notices, amendments, updates, questions, answers and changes to the posted information.
