- Description: This is a synopsis of a requirement in support of the Department of Defense (DOD), Military Community and Family Support Services, Military OneSource Program for Employee Assistance Services (EAS), family support services (childcare, eldercare, education, etc.) and face-to-face, non-medical counseling services to approximately 4 million members of the Armed Forces and their families at locations worldwide. Access to obtain these services will be through the Internet, telephone, and e-mail 24 hours a day, 7 days a week. This effort involves interacting with the active, guard and reserve members and their families, furnishing expert consultation and education, and research and referrals to a broad array of resources, information, and services. The place of performance may be the National Capital Region (NCR) and possibly other military bases throughout the Continental United States (CONUS). The acquisition is being managed by the US Department of Interior (DOI) / National Business Center (NBC) / Acquisition Services Directorate Herndon (AQD-Herndon) as a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act to provide acquisition services to all Federal and DoD Agencies. It is anticipated this effort will include the following requirements: call center operations; website development and operations; expert educational and consultation services; research and product development; educational materials; and non-medical counseling services. The counselors/consultants shall be available 24/7, to provide expert consultation, education, information, and referral services. The Contractor shall maintain an Employee Assistance Professional/Work Life structural organization and integrate non-medical counseling services within Military OneSource. The type of contract being contemplated is predominately a Firm Fixed Price contract with some optional Time and Material/Labor Hour CLINs. The Government is anticipating a base year and 4 one year option periods. The North American Industry Classification System (NAICS) code is 624190, entitled, Other Individual and Family Services Administrative Management and General Management Consulting Services with a small business size standard of $6.5M. The proposed acquisition will be utilizing procedures as set forth in FAR Subpart 15. A complete RFP package will be available on or about 10 July 2008, by downloading the documents at the AQD Website as follows: http://www.aqd.nbc.gov/solic/openmarket.asp. The RFP and any subsequent amendments will only be available in electronic format. No CD-ROMs or hardcopy documents will be distributed. Potential contractors are hereby notified that the RFP and subsequent amendments will ONLY be available for download at the above site. Potential offerors will be responsible for downloading their own copy of the RFP and amendments (if any). This will be the only method of distributing amendments; therefore, IT IS THE OFFERORS' RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS RFP. Offerors must be registered in the Contractors Central Registration (CCR) in order to participate in this procurement. Lack of registration in the CCR database will make a contractor ineligible for award.
