- SETASIDE: Total Small Business NOTICE TEXT: Department of the Interior Bureau of Land Management. This is a combined synopsis/solicitation from the Bureau of Land Management to aerially apply Spike 20P herbicide on approximately 797 acres. Location and Description of ProjectThe herbicide treatment sites are approximately 60 miles northeast and northwest of Winnemucca, Nevada lying in both Humboldt and Elko Counties. The Lone Willow portion of the contract is on the southern end of the Bilk Creek Mountain range. The Little Owyhee portion of the contract is on the Little Owyhee Desert area northeast of Paradise Valley. The areas to be treated for the Lone Willow and Little Owyhee portions of the contract are strips of varying length that follow GIS coordinates (shapefiles will be provided to the contractor). The Joint Fire Science treatment area is located on a 200 acre block between T.42N, R.45E (sec.12) and T.42N, R.46E (sec.7), again shapefiles will be provided to the contractor. Phase 1: Lone Willow (approximately 387 acres) and Little Owyhee (approximately 210 acres) portions of the project. Must be completed by September 30, 2008. Phase 2: Joint Fire Project, approximately 200 acres. To be completed between September 15, 2008 and December 31, 2008. Contractor must hold a current Nevada Commercial Applicator License. All vegetation control measures shall comply with the provisions set forth in the Record of Decision for the Vegetation Treatment on BLM Lands in All Thirteen Western States EIS-Dated May 1991, and Little Owyhee Roads Herbicide Treatment Environmental Assessment and all federal, state, and local regulations. Pilots shall meet certification requirements of Federal Aviation Regulations for this type of work and shall be furnished by the contractor. The contractor shall furnish aircraft suitable to meet project specifications and is responsible for stationing the aircraft at a suitable air strip in close proximity of the project area. The aircraft shall be capable of flying at a moderate rate of speed and low enough to give proper control and distribution of the herbicide. The contractor shall furnish all labor, equipment, fuel, supervision, supplies (except those designated as Government-furnished) and incidentals to perform all work as set forth in the specifications. The contractor will be responsible the transportation and storage of the supplies and equipment used for the project. The contractor shall be responsible for purchasing, transporting, and storing the herbicide as follows: Little Owyhee:Spike 20P Herbicide(Est. 525 Pounds)Lone Willow:Spike 20P Herbicide(Est. 774 Pounds)Joint Fire ProjectSpike 20P Herbicide (Est. 300 Pounds)The contractor is responsible for ensuring application of the herbicide meets all label specifications. The contractor shall be responsible for clean up of accidental spills, following proper handling and storage precautions, and ensuring proper exposure control and personal protection is provide as defined by Spike 20P herbicide Material Safety Data Sheets. The contractor shall comply with all Federal, State, and Local regulations. Description of WorkThe Contractor shall furnish aircraft to apply pelleted herbicide to the designated areas in the time specified. The aircraft must have radio communications with the ground crew at the work location. Aircraft used shall be fixed wing only, capable of applying pellets at 150 mph maximum. The Contractor shall hold an agriculture aircraft operator certificate issued by the Federal Aviation Administration (FAA), and will operate the aircraft used in the application as a civil aircraft. Aircraft use will be in compliance with 14 CFR Part 137, Agricultural Aircraft Operations. Aircraft shall be equipped to carry pellets with a distribution rate of 2.5 lb/acre and uniform pattern. The prescribed rates of 2.5 lb/ac (Little Owyhee), 2.0 lb/ac (Lone Willow), and 1.5 lb/ac (Joint Fire Project) are equivalent to 1/2 lb a.i/acre, 2/5 lb a.i./acre, and 3/10 lb a.i./acre respectively. Contractors shall furnish properly equipped aircraft with pilots experienced in applying pelleted herbicide in rough terrain in hot temperatures. In addition, the pilot shall be qualified and experienced in the operation of Differentially Correctable Global Positioning System (DGPS). Aerial application of pellets shall not be done when the wind exceeds 15 mph. DGPS navigation unit shall insure straight and regular paths of flights. Irregular paths of flight will result in immediate stoppage of work. Corrective action shall be taken immediately by the contractor to insure evenly spaced, straight and regular flight paths and complete coverage of areas included in the spraying job. The entire surface within the designated boundaries of the project area shall receive uniform coverage with herbicide except for areas excluded by the Government. Areas excluded from the herbicide operation within the designated boundaries, will not be included in the acreage computed for payment. Dispersal shall be low enough to obtain proper distribution and uniform coverage of herbicide. Pellet application shall not be made during a rainstorm, snowstorm, or when the ground is frozen. Aircraft shall be operated in conformance with Federal Aviation Regulations. Flight strips shall be patterned and flown to secure a uniform distribution of herbicide per acre. The Contractor shall contact the authorized BLM Contracting Officers Representative or Project Inspector (COR/PI) 72 hours prior to implementing any work specified in this contract. Furthermore, the COR/PI shall be present at the prescribed work sites to direct and inspect the Contractor. The Contractor shall submit completed Pesticide Application Records no later than 2 weeks after applying the herbicide specified in this contract. The solicitation number is FAQ080089 and is issued as a Request for Quotes (RFQ). This is a Set Aside for Small Business. The NAICS is 115112. The small business size standard is 6.5 million. This will be a "best value" procurement with award based on past performance with similar work over the last three years, written work plan indicating precisely how work will be accomplish, including qualifications of key personnel and site supervision; and price. Past performance and work plan with key personnel when combined, are relatively more important than price.
