- STATEMENT OF WORK May 22, 2008 Title: Management Analyst/Programmer, Sr. Level Contract Period of Coverage: October 1, 2008 through September 30, 2012 BACKGROUND An integral part of the Department of Veterans Affairs, the Allocation Resource Center (ARC) organized under the Veterans Health Administration's (VHA) Office of the Chief Financial Officer, is a financially and clinically focused health information and management group. Created in 1982 and located in Braintree Massachusetts, the ARC assists VHA policy and operations management by developing, maintaining and utilizing decision support patient-specific workload and expenditure databases. KNOWLEDGE The contractor will be an active participant in supporting the CFOs VERA Allocations system. Must be knowledgeable and fluent about the model and shall have the ability to use the most advanced techniques to mine data and turn it into information that the executive of the organization can use to make critical decisions. In addition the contractor will work on other evolving analyses that have not become operational and will support a variety of national groups. The incumbent shall access a wide range of data from a variety of systems. The contractor must be able to determine the nature and content of complex data sets that are pertinent to the issues addressed by the center and be capable of managing data within a database environment. The contractor shall provide data driven information to meet new demands on the ARC. The contractor will document the process with data definitions, data validation, data acquisition and data modeling. The contractor shall have the ability to deal analytically and systematically with problems of organization, workflow, information requirements and planning of integrated procedure systems. The incumbent shall be able to efficiently and effectively communicate his/her work with other VA and non VA persons orally and in writing. Communication skills are vital to the position and proper functioning of associated persons. The contractor shall have the ability to take a complex problem and produce written analysis backed by underlying data analysis and clinical integrity. PROJECTS: Period of Coverage October 1, 2007 through September 30, 2012 1. MPCR - Monthly Program Cost Report The contractor shall be able to use the VHA corporate financial datasets, which are at the Account Level Budgeter (ALB) detail, and VHA clinical datasets stored at the department and inpatient bed section /outpatient clinic level. The contractor shall write and document programs using 3rd generation and 4th generation programming tools to allocate specific cost and FTE to national programs such as Spinal Cord Injury and Traumatic Brain Injury at VAMC level. This requires a thorough understanding of the correlation between Intermediate Product Departments (IPD) and ALBs and distinction between direct and indirect cost components in budgeting. 2. Patient Classification The contractor shall write programs to access a variety of unique VA corporate datasets such as the Patient Treatment Files, National Patient Care database, DSS and several clinical patient grouping files to integrate inpatient and outpatient data and create a comprehensive clinical patient classification. This patient classification is used in the Veterans Equitable Resource Allocation, VERA system which allocates resources for VA health care networks based on several factors including the patient classification. Any issues must be analyzed and documented. 3. AACS - Automated Allotment Control System The contractor shall work on web based AACS system which tracks and manages VHA's yearly budget and FTE. AACS distributes Medical, Administration and Facility funds from the head quarters to respective funds in networks and facilities. Must be able to identify problems, if any, caused by improper processing of transactions or any other circumstance and be able to fix the problem the same day since the system is critical for the day to day functioning of the organization. Must be able to produce a variety of daily, monthly and yearly budget reports which requires a clear understanding of Appropriations, Accounts (Mnemonics) and sub-accounts. 4. MCCF - Medical Care Cost Funding and DOD The contractor needs to have the database administrative and data processing skills to manipulate large and complicated data sets. The monthly data needs to be integrated into an established database, where insert, update and deletions are required. Knowledge of structure and content are essential. This allows for the timely extractions of requests of information from the data that resides in the database. 5. Ad hoc Requests The information the center deals with directly affects budgets throughout the agency and there is urgency to all the requests from our customers. The incumbent acts as a primary contact for Headquarters, Networks and Medical Center and outside organizations. The contractor must be able to understand and disseminate the requests from Headquarters and the field and be able to identify data pertinent to the request from a variety of systems and generate a wide range of reports based on those requests. Responses to these requests are critical with high visibility and the contractor is responsible for their accuracy. The following detailed projects or specific portions of a project will need to be accomplished in the FY08/FY09 time period. MPCR 3 The MPCR 3 Report is an extremely powerful report that merges clinical data and local service level department structures. There is a strong need to coordinate the output of this report with the higher level MPCR report produced by another office. Structural and Programming changes will be required to the MPCR3 to achieve the stated goal. The contractor will also be required to analyze the source of the divergence between the systems and make recommendations to the director on methods to alleviate the identified problems The contractor will need to be knowledgeable of the underlying systems and be able to communicate the issues to staff in other offices. The goal is to have the outcomes of the two related reports MPCR and MPCR3 identical. It will be unnecessary for users of either system to qualify their answer. The duration of this project will be 12 months. Achievable Actions: Identify the discrepancies; resolve discrepancies (reiterative process); work with DSS office to come to agreement; Ensure the two systems are within tolerable limits. MCCF The contractor will completely document the process. The contractor will then train staff on how to maintain the system in an operational manner. The new staff will become the key staff responsible for supporting this effort. Duration of the project is six months. Achievable actions: Documentation; Mentoring; Test and Hand off of the project. PATIENT CLASSIFICATION The contractor will work with the Director and the VERA improvement team to investigate the use of CPT weights in the Basic Care patient classification system. Contractor will be expected to carry out the plan for the evaluation of using these weights to better classify patients. This will require multiple iterations using various parameters that feed the classification system. The contractor is expected to produce a report that will enable the production of a white paper for the transformation of the classification system. Achievable actions: Plan of the Process; programming of the logic; review of the outcomes; and recommendations for change. REQUIREMENTS BS in Computer Science and 10 plus years related experience. The contractor shall have advanced knowledge of the following languages, databases tools and operating systems. Languages: C, Pro*C, PL/SQL, PERL, UNIX Shell programming, Oracle Web Tool Kit programming, SQL Plus, Forms and Reports Developer, Discoverer, Digital Command Language (DCL), Analysis Services, MDX Databases: ORACLE 10.2 Operating Systems: UNIX, VMS and Windows In addition to the above skill sets the contractor must have knowledge of health care industry techniques, methodologies and standards such as International Classification of Diseases codes (ICD9s), Current Procedural Terminology (CPTs), Diagnostic Related Groups (DRGs) and Major Diagnostic Categories (MDCs). The contractor shall also have familiarity with financial concepts such as ALB, Cost Center, and Budget Object Codes. LOCATION OF CONTRACT PERFORMANCE: All contract requirements will be performed at the Department of Veterans Affairs, VA Allocation Resource Center, 100 Grandview Road, Suite 114, Braintree, MA and some local off site locations. OTHER CONTRACT CONDITIONS: These services are not performed by current civil service personnel. Contractor may require "occasional" direction or supervision of the government. The government will not assign tasks to prepare work schedules during the performance of the contract. Contractor is interchangeable with other contractors from the vendor The vendor has the right to control the method by which the contractor performs the service. The government will review the final product or service after completion of work on a quarterly basis and/or as needed. CONTRACT PERIOD OF PERFORMANCE: One base year plus four option years October 1, 2008 through September 30, 2012
