- Special Notice 23 June 2008 Reference: S5105A-08-T-0006 - Exclusive Supply Chain Management Training for Department of Defense Contract Management Agency (DCMA). In accordance with FAR subpart 13.106(b) (1), the Department of Defense Contract Management Agency (DCMA) intends to issue a sole source purchase order to William and Mary, Mason School of Business in the amount of $45,000.00 under NAICS: 611310 - Colleges, Universities, and Professional Schools for DCMA Supply Chain Management Center (SCMC). William and Mary, Mason School of Business will provide exclusive supply chain management training courses to include, but not limited to Supply Chain Performance Metrics, Supplier Sourcing and Management, Project Management, Quality and Earned Value Management, Productivities, Forecasting, Computation and Analysis, Transportation, Risk Management, and Statistical Process Improvement Tools. These courses were uniquely designed for DCMA-SCMC for graduate certification in Supply Chain Management. In accordance with FAR 6.302-1(2) William and Mary, Mason School of Business is the only one responsible source and no other services will satisfy the DCMA's requirement. The course curriculum was developed and designed specifically for DCMA-SCMC personnel. This training was designed for DCMA-SCMC Executive Education Program. It would be costly and untimely to the Government to solicit another source to develop and deliver specific training program at this time. In addition, it has been DCMA-SCMC's experience that other open enrollment programs fail to possess the breadth and depth of Supply chain Management needed for the DCMA. This is not a request for competitive proposals. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
