Census Bureau, Suitland, Acquisition Division Room HQ-3J441, Washington, DC, 20233 THIS IS A NOTICE OF INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES AS THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. ADE Customization Support Services for the Geographic Acquis-based Topological Real-time Editing System (GATRES) The NAICS Code for this acquisition is 541519 – Other Computer Related Services, with a Size Standard of $23.0 M. The potential contract value is $1,321,337.72. The Geography Division of the U.S. Census Bureau chose the Oracle 10g Spatial Technology platform to merge the Master Address File (MAF) for the entire US with the TIGER data, the US mapping data, into one seamless national mapping system. Acquis ADE was selected because it was the only real-time updating technology for spatial data which is based on the Oracle Topology Data Model within the Oracle 10g database. ADE, which is a J2EE technology, is easily customizable to support the unique U.S. Census Bureau operations and business rules needed to successfully complete the GATRES enterprise solution. The GATRES application allows multiple users simultaneous interactive access in a scalable enterprise system across multiple Census Bureau sites. The US Census Bureau, Geography Division owns eleven (11) developmental licenses for the Acquis ADE, and has established proof of concept. The redesign of the MAF/TIGER database is focused on creating a leading-edge platform that integrates spatial data with other information. This platform allows Census Bureau representatives to interactively update location information efforts to improve the quality and accuracy of the information updates. The aim of the Geographic Acquis-based Topological Real-time Editing System, (GATRES) is to provide continued improvements to the accuracy and currency of the geospatial data that supports Census Bureau surveys, censuses, estimates as well as the partnerships that will support the 2010 US Census. The specific tasks include; The Contractor shall perform the following activities in support of the Geographic Acquis-based Topological Real-time Editing System (GATRES). The Contractor shall provide all supervision, management, personnel resources, materials, supplies and equipment (except as otherwise provided). The Contractor shall also plan, schedule, coordinate, and ensure the effective performance of all identified tasks. Services provided shall be performed in accordance with the requirements, terms, and conditions of this Performance Work Statement (PWS) for continued support in the areas of technical, consultative guidance, training, customization, development and maintenance of the Geographic Acquis-based Topological Real-time Editing (GATRES) System. Long distance travel is anticipated and will be reimbursed in accordance with the Federal Travel Regulations. The place of performance will be U.S. Department of Commerce, Bureau of Census, 4600 Silver Hill Road, Washington, D.C. 20230 UNITED STATES. The period of performance shall be date of award through July 31, 2009, with four (4) one-year options. The government anticipates awarding a Time and Material type contract utilizing FAR Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: ACQUIS INC., 149 COMMONWEALTH DRIVE SUITE 1050, MENLO PARK, CA 94025-1133. Interested parties may submit information in accordance with this announcement, which may or may not be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
