Description
BANK STABILIZATION, ABIQUIU DAM AND RESERVIOR, RIO ARRIBA COUNTY, NEW MEXICO. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 238910/SIC 1794, with a size standard of $31,000,000.00. The magnitude of construction is between $1,000,000 and $5,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about July 9, 2008, with proposals due on or about August 12, 2008. Large business firms are required to submit a subcontracting plan with the following minimum goals: 70.0% for small business; 6.2% for small disadvantaged business; 7.0% for women-owned small business; 9.8% for HUBZone small business; 3.0% for Veteran-Owned Small Business; and 0.9% for service-disabled veteran-owned small business. This solicitation will not be issued on paper. WORK CONSISTS of mitigating the unstable rock slope along the left (north) abutment, downstream or Abiquiu Dam. Work involves cutting a series of benches in the upper slope and adding blast rock to buttress the unstable units at the base of the slope. The work includes approximately 70,000 cubic yards of rock excavation; approximately 3,600 cubic yards of common excavation; and approximately 9,500 cubic yards of waste fill. Blasting will be required for a portion of the project and will be subject to pre and post blasting surveys. This project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm fixed price contract.
