Description
The US Army Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center, Picatinny Arsenal, NJ is conducting a market survey to identify potential sources capable of manufacturing, inspecting and delivering the M739A1 Point Detonating (PD) Fuze. This notice is not a solicitation and does not obligate the Government to issue a solicitation. A solicitation is NOT available at this time. The M739A1 PD Fuze is the Armys preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. The M739A1 fuze contains an Impact Delay Module (IDM) assembly. The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target. This survey is being conducted to evaluate potential offerors of a Firm Fixed Price (FFP) base year contract with three option years. The anticipated ranges for the M739A1 (funded/unfunded) are as follows: FY09 (10K-65K) FY10 (10K-125K) FY11 (10K 145K) and FY12 (10K 250K) This anticipated contract will satisfy the FY09 FY12 production requirements of subject fuzes. The approach will satisfy both the Army, Marine and Air Force buys during these years. The government reserves the right to make multiple awards. This acquisition approach was chosen to support the current fuzing industrial base readiness. The anticipated contract will include First Article Acceptance Testing (FAAT) for the initial production for the M739A1 fuzes. The contractor shall have the engineering capability to perform an analysis of the government furnished Technical Data Package (TDP) for procurement of the M739A1 fuzes. Responses to this survey should represent the contractors best attempt to deliver first production quantities 15 months after contract award. This survey is restricted to the National Technology and Industrial Base (NTIB) for both large & small business concerns. Respondents to this market survey should be able to show that they have adequate technical and manufacturing capacity to produce and deliver the M739A1 Fuze. Interested companies who have the necessary capabilities should respond by providing the following information: a brief summary of your company's capabilities, description of facilities, personnel, related manufacturing/technical experience and qualification data. This information shall be submitted within 15 calendar days from the date of this publication to: US Army, JM&L LCMC Acquisition Center, AMSML-AQ-CA, Bldg. 9, Picatinny Arsenal, NJ 07806-5000, Attn: Renee Prendergast, or submit the information electronically to the Contract Specialist at: renee.prendergast@us.army.mil. Additional information can be requested from the above POC. All information collected from this market survey shall be used for planning purposes only. Do not mistake this market survey as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status.
