- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport intends to issue an Indefinite Delivery, Indefinite Quantity contract to Progeny Systems Corporation, pursuant to the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The contract will be issued on a sole-source basis to Progeny since the terms of an existing contract with Progeny prevent the Government from releasing or disclosing SBIR-specific data relative to Progeny’s COTS Technology Infusion process and procedure for five years after completion of the project under which the data was generated. Access to this data is necessary for the current procurement. The contract will include Cost Plus Fixed-Fee provisions with an estimated Level of Effort of (116,400) hours. This contract Statement of Work requires engineering analyses, recommendations for design changes, and recommendations on failures and improvements to primary and ancillary weapon hardware, software, and associated test equipment. In addition, the contractor shall support Government testing to determine the impact on hardware and software as the result of Government directed redesign of weapon hardware. The period of performance will be for five years. Any interested party may submit an offer which will be considered. See Note 22.
