- The intends to solicit and negotiate with only one source, BAE Systems National Security Solutions, 11487 Sunset Hills Road, Reston, VA 20190-5234. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 under the authority of FAR 13.106-1(b) for the renewal of twenty (20) existing licenses for SOCET GXP. SOCET GXP imagery software allows the Imagery Analyst to graphically visualize imagery and terrain data with a map display background. It also allows the user to map Digital Terrain and Elevation Data (DTED) and Controlled Image Base (CIB) data directly to the National and Tactical Imagery, providing end users with accurate geocoordinates and detailed elevation data. SOCET GXP is the only software accredited for use with current network baselines. SOCET GXP ingests data from a wide range of government and commercial sensors and is also scalable, which allows the analyst to customize the functionality available within the software to current requirements, and provides the flexibility to add on more advanced capabilities as required. The NAICS Code for this procurement is 511210. Small business size standard is $23 million. This sole source procurement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 1 Jul 2008, 1:00 PM (CST). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the negotiation of a sole source contract with BAE Systems, National Security Solutions.
