- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport, anticipates awarding a contract on a sole source basis to Panavision Federal Systems, Woodland Hills, CA for Research and Development to develop and build a 360 degree module for use with the Digital Periscope. The basic requirement will require the design and fabrication of the imaging module pressure housing along with associated data. Options will be included for a 360 degree Imaging Module Transition study, an imaging module and imaging sensor module design, imaging sensor Engineering Development Model, inboard processing unit, production drawings, provisioned item ordering and 1,000 hours of engineering services. The contract type will be Cost Plus Fixed Fee. The sole source is based on the fact that the Optical Sensor Package (Digital Periscope) is a preproduction unit for which neither a sufficient data package exists nor has a physical configuration audit been performed. Award to another vendor would represent a duplication of costs as the new vendor would have to become familiarized with the system which would also cause unacceptable delays to the program.
