- On or about 8 July 2008, this office will issue Request for Proposals for design and construction of the CHAPEL COMPLEX, PN 70156, FORT LEAVENWORTH, KANSAS. The solicitation will close on or about 14 August 2008. This solicitation is RESTRICTED TO HUBZONE SMALL BUSINESS PARTICIPATION. The Contractor will be competitively chosen using a Best Value Source Selection procedure (Design Technical, Performance Capability and Price as factors). All factors, other than price, when combined are approximately equal to price. A tentative pre-proposal conference date has been scheduled for 15 July 2008. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See “Obtaining Solicitation Documents” below. Project Description: Design and construction of a new multi-faith Chapel Complex (600 Person) using the Army Chapel Standard Definitive Design. This will include a worship sanctuary, pulpit area, baptismal suite, activity center (575 Person), religious education classrooms, multipurpose rooms, Blessed Sacrament room, sacristy/robbing, choir room, resource center, nursery/watch care, lobby, restrooms, kitchen, storage, and administrative space and tornado shelter. This facility will be connected to an Energy Monitoring Control System (EMCS) and will have an intrusion detection system. Supporting facilities include utility connections, walks, paving, curbs, gutters, storm drainage, exterior lighting, fire protection and alarm systems, information systems, anti-terrorism/force protection measures, storm drainage, landscaping and site improvements. Access for the handicapped will be provided. Heating and air-conditioning (160 tons) will be provided by self-contained systems. Anti-terrorism/force protection (AT/FP) measures will be provided. Comprehensive interior design services are required. The estimated design and construction cost of this project is between $10,000,000 and $15,000,000.
