Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-08-Q-0027 is issued as a Request for Quote. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-25. This solicitation is unrestricted. NAICS for determination of size status is 336413. This advertisement is for Brand Name or Equal. The items listed below must be AVION MANUFACTURING INCORPORATED OR EQUAL. IF YOU SUBMIT A QUOTE ON AN EQUAL, YOU MUST SUBMIT PROOF THAT THE ITEMS YOU ARE QUOTING IS EQUAL TO OR BETTER THAN AVION. All parts must be new no used or refurbished parts will be accepted. CLIN 0001 UNIVERSAL STATIC BALANCES FIXTURE SYSTEM 2007, MFR PART NUMBER IS AV-001-002, QUANTITY OF 1 EACH. This system will be used for static balancing of main rotor blades. NOTE 1: US Army Research and Development Command (USA RDECOM) Aviation Engineering Directorate (AED) has performed a commercial validation and verification of the USBF, Version 12.xx software. Since the USBF is to be utilized as test equipment to measure the critical characteristics of Critical Safety Items, the validation ensured adherence to US Army Aviation and Missile Command QE-STD-d, Revision A and Original Equipment Manufacturer s standards for each main rotor blade. Based on this evaluation, the USBF is authorized to be used for the balancing of these main rotor blades. Any Contractor submitting a quote on a different type of equipment must provide proof that AED has authorized it s use for the purpose described in this solicitation. The following clauses apply. FAR 52.212-1, Far 52.212-2 Evaluation does not apply to this RFQ, The evaluation procedures in FAR 13.106-2 apply, the Government will award a contract resulting from this publication to the responsible vendor, whose quote conforms to the publication and is considered the best value. The following factors shall be used to evaluate quotes: price, delivery and past performance. Instructions to Offerors; FAR 52-212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, the following provisions apply, 52.222-3, Convict Labor, 52.222-19, Child Labor, 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.232-33, Payment by Electronic Funds Transfer. Central Contractor Registration, 52.232-36, Payment by Third Party; 52.219-14, Limitation on Subcontracting. Offers must include a completed copy of FAR 52.21 2-3, Offeror Representations and Certifications Commercial Items. APPLICABLE DFARS CLAUSES are 252.212-7000, Offeror Representations and Certifications Commercial with its offer. 252.204-7004, Required Central Contractor Registration, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to the Defense Acquisition of Commercial Items; the following provisions apply 252.225-7001 Buy American Act and Balance of Payments Program and 252.225-7012, Preference for Certain Domestic Commodities.
