Description

On or about 24 June 2008, the 9th Contracting Squadron plans to issue a sole-source solicitation to OMNISTAR, Inc., 8200 Westglen Drive, Houston, TX 77063-6308. The requirement is for Differential GPS Subscription, Quantity is 3 subscriptions for one year, beginning with the date of access to the DGPS. The level of service is VBS (Virtual Base Station). This level of service provides consistent sub-meter horizontal positioning worldwide 24-hours a day. The user's equipment is an OMNISTAR receiver in 3 Global Hawk Aircraft. The following provides the rationale for limiting the planned solicitation to the sole-source OMNISTAR. The Systems Program Office, along with the aircraft manufacturer, established an RQ-4A aircraft configruation requirement during the design, purchae and delivery of the aircraft into the Air Force inventory. The OMNISTAR navigational unit is part of the required configuration and is installed as standard equipment in all RQ-4A aircraft throughout the Air Force inventory. As part of, and required by the aircraft configuration, OMNISTAR was pre-determined as the service provider for the Differential GPS.
