- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on a sole source basis with the University of Alaska, Anchorage (UAA), a non-profit entity, in accordance with the authority of 41 U.S.C. 253 (c)(1), One Responsible Source. Using FAR Part 15, (Contracting by Negotiation) procedures the Government intends to negotiate a contract with UAA for fishery observer training and debriefing services for a total performance period of two years. Fishery observers are placed on commercial fishing vessels in Alaska under the authority of the Magnuson-Stevens Fisheries Conservation and Management Act (MSFCMA), the Marine Mammal Protection Act (MMPA), and the American Fisheries Act (AFA). These observers must first be properly trained and debriefed upon their completion of performing observer services. The resulting contract will serve that purpose. UAA is uniquely qualified to provide the required services because of the University's experience in successfully training observers for NPGOP, AMMOP, and ADF&G since 1992. The UAA has an experienced training staff familiar with observer sampling requirements in the array of different North Pacific fisheries requiring observer coverage. All of the training staff are former observers and have first-hand experience in data collection techniques aboard commercial vessels. Additionally, the members of the UAA staff are at-sea safety instructors, certified by the Alaska Marine Safety Education Association (AMSEA). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all submittals received by the due date of August 8, 2008 will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 611430 and the small-business size standard is $6.5M of average annual receipts.
