Description
This is a presolicitation notice for 269 women’s Bates dress shoes #742 or equal and 1,077 men’s Bates dress shoes #942 or equal. This is a brand name or equal acquisition. If not submitting a brand name the quoted item must meet the following salient characteristics: STYLE: LOW QUARTER. COLOR: BLACK. UPPERS: HI-GLOSS LEATHER. OUTSOLE: OIL RESISTENT POLYURETHENE. PERFORMANCE BREATHABLE LINING AND FULLY CUSHIONED REMOVABLE FOOTBED FOR ALL-DAY COMFORT. Bar Code Label Requirement: A bar code label containing a 10 ABW/LGRI approved stock number, brief description and size must be affixed on each box and on each shipping container. An adhesive label of regular commercial quality, reflecting the Cadet Issue Division stock number, size and a brief description, compatible with the Government's UPC Code 39 system, shall be affixed to each box. A sample bar code label shall be submitted for the Contracing Officer’s approval within 10 days of award. Solicitation number FA7000-08-T-0115 will be available on or about 25 June 2008 and will close on or about 9 July 2008. All prospective contractors must be registered in the Central Contractor Register (www.ccr.gov) by the closing date to be considered. The North American Industry Classification Code (NAICS) is 316213 and the small business size standard is unrestricted. All prospective vendors are invited to submit a quotation. The delivery date is 90 days after contract award. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
