- Project Title: Soldier and Family Assistance Center (SFAC), Fort Polk, LA. The Contract Specialist for this solicitation will be Krista L. Davis, 817-886-1047; or by e-mail at krista.l.davis@usace.army.mil. This solicitation is for the design and construction of the Soldier and Family Assistance Center (SFAC). The SFAC serves as a transitional facility, which bridges the gap between family assistance and assisting the soldier in personal adjustments. Soldier assistance by family members is a critical element in the recovery from injuries. Child activity areas, financial assistance, meeting rooms, kitchenette, chaplain and other assistance-type functions to accommodate both the soldiers and their families are provided in this facility. The SFAC is part of a larger complex known as the Warriors in Transition (WT) Complex. The WT facilities will support soldiers temporarily while they are recuperating from injuries sustained during their service in the United States and overseas fighting the Global War on Terror (GWoT). These facilities will provide the best accommodations the Army can build in gratitude for their service and sacrifice. The WT Complexes consist of Soldier Family Assistance Centers (SFACs) and the following facilities constructed by others in a future fiscal year, including separate barracks, and company and battalion administrative offices and are completely handicap accessible. All of the WT facilities together form a complex and provides a cohesive mission in the healing process of the soldier. The Government reserves the right to solicit each facility type separately, if determined to be in the best interest of the Government, through approval of the acquisition plan. It is the intent of the Government to award both the facility and related site work and supporting features, such as parking lots, as one design-build contract as a result of this solicitation. The duration of this project is expected to be 365 days. NAICS Code is 236220. Small Business Size Standard is $31.0 Million. Estimated Construction Cost Range is $1,000.000.00 to $5,000,000.00. UNRESTRICTED Solicitation W9126G-08-R-0215 will be issued on or about 08 July 2008, with proposals due on or about 25 August 2008 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Business Opportunity website at https://www.fbo.gov. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The current Fort Worth District Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 70.0%; Small Disadvantaged Business 6.2%; Women-Owned Small Business 7.0%; HUBZone Small Business 9.8%, Veteran-Owned Small Business 3.0%, and Service-Disabled Veteran-Owned Small Business 0.9%.
