- ##### THE PROPOSAL CLOSING DATE HAS BEEN EXTENDED TO JULY 8, 2008, 4:30PM local EASTERN time. ONLY THOSE FIRMS WHO RECEIVED A DHS-ASSIGNED PROPOSAL NUMBER BY SENDING AN E-MAIL TO STSBIR.PROPOSALS@DHS.GOV BEFORE 4:30 PM LOCAL EASTERN TIME ON THE 20th of JUNE 2008 ARE ELIGIBLE TO RESPOND. REVISION 2 TO THE SOLICITATION, POSTED TODAY, HEREBY REPLACES ALL PRIOR VERSIONS OF THE SOLICITATION IN ORDER TO REVISE THE E-MAIL SUBMITTAL INSTRUCTIONS. IN ORDER TO BE CONSIDERED FOR AWARD, ALL FIRMS PREVIOUSLY SUBMITTING PROPOSALS PRIOR TO TODAY OR TODAY MUST RESUBMIT PER THE REVISED SUBMITTAL INSTRUCTIONS IN REVISION 2 TO THE SOLICITATION. THE REQUIRED PROPOSAL COVER SHEET AND COST BREAKDOWN FORMAT REMAIN POSTED ON THIS WEBSITE. ##### Proposals are sought from small business concerns for participation in the Department of Homeland Security (DHS), Science and Technology (S&T) Small Business Innovation Research (SBIR) Program. The SBIR Program is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The following four (4) research topics are available under this solicitation: (1) H-SB08.2-001 Engineered Building Materials; (2) H-SB08.2-002 Innovative Educational Environments to Develop the Necessary Intellectual Basis for a National DHS S&T Workforce; (3) H-SB08.2-003 High Speed DNA (Deoxyribonucleic Acid) Sequencing for Environmental Sample Biological Threat Detection, Identification, and Support for Attribution; (4) H-SB08.2-004 Telecommunications Linking System. Classified proposals are not accepted. NO FURTHER DIRECT CONTACT BETWEEN PROPOSERS AND TECHNICAL POINTS OF CONTACT SHALL OCCUR AFTER 23 MAY 2008 FOR REASONS OF COMPETITIVE FAIRNESS. The solicitation is available only in electronic format from the Federal Business Opportunities (FedBizOpps) web site (https://www.fbo.gov), in accordance with the Government Paperwork Elimination Act (GPEA). If you have questions about the DHS SBIR program, please submit your questions via e-mail to STSBIR.PROGRAM@DHS.GOV. DHS intends to issue multiple awards for Phase I of the solicitation at less than $100,000. This is a solicitation for DHS S&T SBIR only and is 100% Small Business Set-aside.
