- 1. BACKGROUND: The Air Force Drug Testing Laboratory (AFDTL) is a subordinate organization of the Air Force Surgeon General's Office and located at Brooks City-Base, Texas. The AFDTL mission is to detect and deter the illegal use of drugs by military personnel through drug testing, report test results and prepare documentation in support of administrative and judicial proceedings, and develop new methodologies of drug detection in response to needs. 2. REQUIREMENTS: 2.1 Scope of Work: The AFDTL receives approximately 14,500 samples weekly or roughly 750,000 samples annually. Based on historical data, this sample volume equates to approximately 133,333 pounds of medical waste annually. Disposal of excess sample and collection bottles is too manpower intensive for laboratory staff. The AFDTL requires services to be provided that accomplish the following: 2.2 Objective One: The service provider shall provide supplies for disposal of sample collection bottles with excess sample, to include reusable plastic containers (96 gallon), color-coded bags, and all necessary labels. 2.3 Objective Two: The service provider shall provide disposal service sufficient to remove all discarded samples. 2.4 Objective Three: The service provider shall ensure that all data on sample containers are completely destroyed. 2.5 Objective Four: The service provider shall provide evidence that reflects that sample containers are being weighed and destroyed. The service provider will also provide evidence that contract costs are being tracked and managed. 3. TRAVEL REQUIREMENTS: None. 4. PERIOD OF PERFORMANCE: The period of performance shall be for one (1) year from Notice to Proceed (NTP). 5. QUALIFICATION REQUIREMENTS: The service provider shall use competent employees for the completion of these tasks. 6. SECURITY CLEARANCES: Data items will not contain classified data.
