Description
***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oklahoma State Department of Regents for Higher Education's OneNet division, Oklahoma City, Oklahoma, to provide a single managed solution for access from the National Severe Storms Laboratory (NSSL), Norman, Oklahoma, to national and international research networks, including, but not limited to, Internet2 (I2) and National Lambda Rail (NLR). ***The sole source determination is based on the requirements and limitations associated with connection to I2 and NLR. I2 and NLR are next generation networks that have been built on an advanced backbone that interconnects regional network aggregation points. The I2 project is led by a consortium of 205 universities, University Corporation for Advanced Internet Design (UCAID). UCAID is working in partnership with industry and government to develop and deploy advanced network applications and technologies. Connection to I2 or NLR can only be acquired through one of the regional GigaPOPs, requires membership in UCAID, and usage is limited to research related traffic. OneNet maintains the only regional GigaPOP that is accessible to NSSL. Period of performance shall be July 17, 2008 through March 23, 2014. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
