- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number for this acquisition is HSTS05-08-R-CLE010 and is issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested by this notice alone, and a written solicitation will not be issued. This acquisition is a 100% Small Business Set Aside procurement. The NAICS code for this action is 238210. CLIN 0001 Equipment/Material in accordance with the Statement of Work titled Audio Visual Equipment, dated 06/06/08. FFP – Quantity 1 Unit LOT CLIN 0002 Installation/Labor in accordance with the Statement of Work titled Audio Visual Equipment, dated 06/06/08. FFP – Quantity 1 Unit LOT The Transportation Security Administration has a requirement for a turnkey multimedia system to include site preparation, equipment purchase, installation, training, and warranty for the Cleveland Coordination Center located at the Cleveland Hopkins International Airport. See attached Statement of Work for specific Technical Requirements and Delivery Schedule. The period of performance is Date of Award – NLT 61 Days. All materials shipped under this Purchase Order shall be shipped "F.O.B. Destination". TSA will hold a site visit for all interested vendors. One (1) representative from each vendor is allowed to visit the installation site as deemed necessary by the vendor. It is not necessary to visit the site to be able to submit a quote for this solicitation. The site visit will be held at 10:00am – 12:00pm on Tuesday July 1, 2008. To request to attend the site visit please send a written request to Robyn.King@dhs.gov no later than COB Thursday June 26, 2008 and provide the following information: a. The name of your company,b. The name of the representative planning to visit the site. The TSA POC will provide confirmation and instructions as soon as possible. It is the offeror’s responsibility to be familiar with the applicable clauses and provision. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-26. Clauses and provisions may be accessed via the Internet at website http://farsite.hill.af.mil. To register you may call 1-888-227-2423 or apply via the Internet at http://www.ccr.gov. 52.212-2 Evaluation—Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Approach: The Technical Approach shall include the following: a) Vendors shall propose a list of all equipment necessary to satisfy the task as stated in the Statement of Work. This list shall include all applicable specifications and warranties associated with each item. b) Vendors shall propose its technical approach to indicate the installation and integration process of the equipment to provide a turnkey multimedia system as stated in the Statement of Work. The technical approach will be evaluated to determine the adequacy of the Offeror’s proposed equipment and installation and integration approach to successfully execute a functional coordination center as stated in the Statement of Work (2) Past Performance: The contractor shall provide three references with a brief description of previous projects of similar size and complexity. "Similar size and complexity" for the purpose of the evaluation means: similar in dollar amount and similar services. The TSA may contact those references during the evaluation process to verify relevant experience and level of performance. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Contractor. Each example of past performance shall include: a. Contract Number b. Contract Description c. Contract Amount and Type of Contract d. Name, address, E-mail address, and telephone number of the customer e. Size and complexity of the project. For all past performance information, please ensure that the company names, names of points of contact, E-mail addresses, and telephone numbers are current. The Government will not make repeated efforts to contact the references if the information is incorrect. You should also notify the references that their names have been submitted and that the TSA will be contacting them. Past Performance will be evaluated on the relevance of demonstrated successful past performance. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Contractor. Firms without a record of relevant past performance or for whom information on past performance will be evaluated as neutral on past performance. (3) Price: The price proposal shall include the following information: (a) A detailed breakdown of schedule pricing for the following: 1) all equipment proposed 2) all warranties proposed. (b) A detailed breakdown of labor categories and hourly rates proposed. (c) A detailed breakdown of the number of proposed hours for each labor category in sufficient detail to allow the Government (i) a good understanding of your planned technical approach, and (ii) the ability to review the consistency between the planned technical approach and the proposed pricing. Pricing will be evaluated as per FAR 15.4 and an award will be made on best value basis. Relative Importance of Evaluation Criteria Factors 1 is of more importance than Factor 2, but when combined are more important than Factor 3. Factors 1 and 2 will be rated on an adjectival scale. Factor 3 will be considered and is important to the Government’s best value determination but will not receive an adjectival rating. As ratings for Factors 1 and 2 become equal, the importance of Factor 3 increases. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The quote format is at the discretion of the offeror. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. Firms responding to this solicitation are requested to submit a written proposal to TSA by no later than 2:00 PM EST (local time Washington D.C.) on Wednesday July 9, 2008. No telephonic quotes will be processed. All questions and proposals shall be electronically submitted via e-mail to Robyn.King@dhs.gov.
