Description
Sleeving Underground Fuel Lines at the USEPA National Vehicle and Fuel Emissions Laboratory, Ann Arbor, MI (PR-MI-08-10001) The U. S. Environmental Protection Agency has a requirement for sleeving underground fuel lines at National Vehicle and Fuel Emissions Laboratory, 2565 Plymouth Road, Ann Arbor, Michigan. Twelve lines are 2 inches in diameter with an approximate aggregate length of 25 feet. Six (6) lines are 1 ? inches in diameter with an approximate aggregate length of 600 feet. The contractor will provide all labor, materials, equipment, and supervision required for installation of Teflon Sleeves, with stainless steel overbraided PTFE, TFE, or PTFA. Installation of the tubing sleeves is expected to involve multiple steps and will require the coordinating the shut down of the fuel supply from individual tanks while the work is being done. The lines will require draining, disconnecting, removing threaded adapters, sweeping to remove all liquids and verification of the line cross section area and length for custom sleeve fabrication. Connecting the PTFE tubing into the existing piping will require new fittings and the fittings on one end will need to be modified to provide clearance for installation. Sleeving the lines will require coordinating with Project Officer to insure Testing Operations are not jeopardized. The contractor shall communicate and schedule work according to the availability of the individual storage tanks. A firm-fixed-price contract is contemplated. The primary evaluation factors will be price and past performance of similar projects. The non-price evaluation factors are approximately equal in importance to price. The anticipated contract performance period is 60 calendar days after receipt of the notice to proceed. The estimated price range is under $75,000. The solicitation will be issued on or about July 07, 2008. Prospective offerors may request a copy of the solicitation by e-mailing a request to niedermier.annette@epa.gov. The e-mailed request should cite the solicitation number and project title, i.e., PR-MI-08-10001, Sleeving Underground Fuel Lines. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
