EQUIPMENT OFFADD: 95th Contracting Squadron, 5 South Wolfe Avenue, Edwards AFB CA 93524-1180 SUBJECT: YEARLY RENEWAL REQUIREMENT SOL: F1S3AC8157AQ01, ITR - 16230 DUE: 30 June 08 POC: Brandon Maness, 661-277-8592 (fax) DESC: This is a combined synopsis /request for quotation (RFQ) for Sole Source Only Commercial Items prepared in accordance with the format in FAR 8.405-6(b)(1), as supplemented with additional information included in this notice. The intent is to sole source this award to Sopheon Corporation, Inc. This announcement constitutes the only solicitation; quotes are being requested and a written RFQ will not be issued. The RFQ's number: F1S3AC8157AQ01, ITR - 16230, is issued as a RFQ for a firm-fixed price contract. Quotes will be evaluated using the criteria of Lowest Price Technically Acceptable (LPTA.) The RFQ document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular and DFARS Change Notice (DCN). The acquisition is unrestricted. The standard industrial classification code is: 7372. The NAICS code is: 511210 and the small business size standard is: $ 23,000,000.00. All items must be Brand Name: Alignent Software, Inc. The acquisition is as follows: CLIN 0001 - Description: Alignent Vision Strategist geographic enterprise license, Quantity is 0001 each. CLIN 0002 – Description: Portfolio Reporting Wizard. Delivery and acceptance is at Edwards AFB CA 93524, FOB Destination. Period of Performance: Twelve Months (One (1) Year, After Receipt of Award, (01 July 08 – 30 June 09). The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors--Commercial; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers With Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; and provision 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror’s Online Representations and Certifications Application (ORCA)--Commercial Items with the offer. If the offeror does not have a copy of this provision, go to http://www.bpn.gov/ to load required information. Any responses received without completing ORCA registration will be considered noncompliant. The following DFAR clauses apply to this acquisition: 252.212 7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); and 252.211-7003 Item Identification and Valuation.
