- NASA/Headquarters Office of Strategic Communications Division is planning toprocure Electronic Archives of all American Institute of Aeronautics and Astronautics(AIAA) journals and technical papers.This would cover access for NASA centers andheadquarters for all civil servants and the libraries at ARC, DFRC, GRC, GSFC, LaRC, JSC,MSFC, HQ, and SSC bringing them to a consistent level of access to the 6 AIAA journals,and papers from 1963 through 2007. AIAA journals and technical papers are a primarysource of technical information for the aerospace, defense, and space industries. Since some of NASAs centers already have a portion of these services, this procurementwill bring those services up to date to encompass the full archives for both papers andjournals for all centers listed. This is a site license for each facility for both theelectronic journals and papers archives accessible to all onsite personnel and librarypatrons.AIAA is a unique organization that has been established to provide real-time service formore than 70 years. AIAA has been the principal society of the aerospace engineer andscientist. To advance the arts, sciences, and technology of aeronautics and astronautics,and to promote the professionalism of those engaged in these pursuits.Since 1963,members from a single professional society have achieved virtually every milestone inmodern American flight. The Government intends to solicit and negotiate on a sole source basis with AmericanInstitute of Aeronautics and Astronautics (AIAA). This procurement is being conducted using Simplified Acquisition Procedures (SAP).The authority is FAR 6.302-1(a) (2) only one responsible source.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than11:00 a.m. (EST.) on May 2, 2008. Such capabilities/ qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
