- The Department of Homeland Security, Science and Technology Directorate (DHS S&T) in collaboration with the Technical Support Working Group issues this Request for Information (RFI) regarding information management, data management and systems engineering resources. The focus of this inquiry is to identify candidates with capabilities to perform systems engineering assessment and analyses. Background: The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent to make America safer. The DHS S&T Directorate is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. The Counter-Improvised Explosive Device (C-IED) Program supports this effort by focusing on protecting the homeland from the threat of IEDs through deterrence, prediction, detection, defeat, and mitigation. Solutions targeted are either near-term or more in-depth for Person Borne (PBIED), Vehicle Borne (VBIED), andor Leave Behind (LBIED) IED detection. This RFI is to assess the availability of research resources to conduct systems engineering assessment and analyses. Objective: The overall objective of this RFI is to identify candidates capable of implementing a framework for systems engineering analysis and assessment on a specific pre-determined challenge problem that can be adapted to a larger-scale systems engineering assessment in support of the operational needs of the DHS Counter-IED objectives and goals, and provide laboratory systems engineering demonstration assessments and analyses to support more extensive field tests. The overall systems engineering approach will be aimed at enabling rapid insertion of new or alternative technology components or components from different manufacturers and rapid comparisons of system performance between these alternative designs and the existing baseline architecture. Additional desired capabilities might include tradespace analysis and tracking performance metrics, behaviors and venue geometry. RFI Submission Requirements: To respond to this RFI please provide no more than a ten-page white paper describing the capabilities of the research center. White papers must be in Microsoft Word Format. The response should be emailed to sod@dhs.gov no later than 02 July 2008. The response should be sent with RSIE-08-0005 as the subject line. THIS REQUEST FOR INFORMATION (RFI) IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY MAKE AN AWARD. NO AWARD WILL BE MADE AS A RESULT OF THIS SYNOPSIS, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS RFI. DHS is not interested in specific organization capability information and will not entertain such submissions. All information contained in the RFI is preliminary, as well as subject to modification, and is in no way binding on the Government. Proprietary data submitted in response to the RFI will be protected when so designated. DHS will acknowledge receipt of information submitted in response to this RFI but will not provide feedback to the originating party.
