Description
The Space and Naval Warfare Systems Center, San Diego (SSC-SD) code 532, insupport of Joint Forces Command (USJFCOM) requires a software architecture thatcan bring network management to the Deputy Secretary of Defense charteredInformation Operations Range and VisIOn initiatives. (See attached Draft SOW).Circadence, Inc, (4888 Pearl East Circle, Suite 101 Boulder, Colorado 80301) asmall business, is presently supporting the Government in this area. Circadencehas developed the WARP appliances which, when applied to a networkinfrastructure, increases the throughput capability without having to increasebandwidth. The USJFCOM engineering staff recently conducted an analysis ofWARP technology. Initial efforts involved analysis of data from WARPtechnology currently in use by the Marine Corp, Army, and the commercialsector. Based on favorable results, the Government purchased an initial set ofthe WARP appliances through a Northrop Grumman prime contract, under whichCircadence was a subcontractor. WARP performance testing indicated asignificant improvement in speed and accuracy. When WARP was applied to largedata files traversing the range network, average gains of 200%-350% in networkperformance were achieved. No other technical alternatives were identifiedcapable of producing similar results without impacting the design andreliability of current systems. These capabilities, combined with the abilityof WARP to be integrated into other applications, are believed to be unique andnot readily available in other commercially available alternatives. Previousmarket surveys conducted by the US Army, US Marine Corps as well as independentcommercial evaluations support the findings from IO Range testing and researchconfirm the belief that the Circadence WARP platform provides industry uniquecapabilities in performance, portability, and usability. For these reasons, the Government intends to award a sole source fixed pricecompletion contract to Circadence for this effort. The contract Period ofPerformance is estimated at 24 months (12 month base period, with a 12 monthoption). The estimated value of the effort is $8.95 Million. NAICS Code 541512.Note 22 Applies.
