- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity intends to acquire non-personal services to maintain and operate a centralized microscope facility for the Walter Reed Army Institute of Research /Naval Medical Research Center, for a period of one year plust four 1 year option periods. This is a combined synopsis / soliciation, no solicitation will be released for this requirement. When submitting proposal/quotations/offer for this requirement the control number will be W74MYF8141N677. This is 100% Small Busines Set-Aside competition, NAICS code is 541690 with a size standard of $6.5 million for this procurement. All contractors submitting quotations/offerors must comply with ALL of the following requirements. Performance Statement of Work Centralized Microscope Facility 1.0General 1.1Mission. To maintain and operate a centralized microscope facility for the Walter Reed Army Institute of Research (WRAIR)/Naval Medical Research Center (NMRC), consisting of (but not limited to) confocal laser microscopes, fluorescence and conventional microscopes (upright and inverted), dissecting microscope, and related ancillary input and output devices and software. Perform analysis on tissues, cultures, etc. as required by requesting researcher, and provide bio-informatics and imagery as required in support of the findings. 1.2SCOPE OF WORK. The contractor will assist with various quantitative microscopy techniques, and will collaborate with various research scientists and staff. While assisting with the daily operation of the facility, the contractor will also contribute to the analysis and documentation of the research discoveries and mission. The contractor will work under the monitoring and/or general supervision of the Chief, Department of Medical Audio Visual Services, WRAIR. The contractor must have training and experience in confocal laser microscopy, strong scientific research skills, and the ability to learn new and precise techniques. The contractor will be involved in extensive interaction with scientists from multiple disciplines, and must exhibit exceptional written and verbal skills. 1.3SERVICES PROVIDED. 1.3.1 The contract scientist will work independently and in association with various other research scientists and staff with assigned projects that are within the Scope of Work. 1.3.2 The work will be performed at the Department of Medical Audio Visual Services, WRAIR, 503 Robert Grant Avenue, Room 1w83, Forrest Glen Annex, Silver Spring, MD 20910. WRAIR will provide the necessary microscopy facilities necessary for the performance of this project. 1.3.3 The contractor will follow all the specific guidelines regarding standard operating procedures, technical manuals, and procurement of supplies/equipment, and must strictly adhere to laboratory/laser safety/ 1.4EQUIPMENTS. This will include confocal laser microscope fluorescence and conventional microscopes (upright and inverted), dissecting microscope and related ancillary input (an output devices) and software to include the basic scanning head, fiber optic delivery system, control and acquisition system, Zeiss/BioRad software and Ar, HeNe, Red diode, Blue diode and KrAr laser. 1.5SPECIFIC TASKS. The contractor must be able to perform the following tasks: 1. Prepare and maintain, as necessary, cells, cultures, tissues, etc. for cell biology, and confocal, fluorescence, and conventional microscopy experiments. 2. Use conventional and confocal laser scanning microscopy to generate cell images. 3. Analyze images using image quantitation software. 4. Perform assignments independently and in a timely manner. 5. Perform problem solving to assist with scientific research. 6. Maintain accurate records of required schedule maintenance, results and report results to the COR as deemed necessary. 7. Perform data analysis and image processing in support of the research findings. 8. Train others in the procedures of fluorescence and confocal microscopes. 9. Perform other related duties as required. 1.6QUALITY ASSURANCE SCHEDULE. 1.6.1 The tasks will be completed within a 12-month period. 1.6.1.1 Detailed records will be produced and kept throughout the duration of the contract. These records (service and failure analysis report, etc.) must be kept in the Department at all times. 1.6.1.2 The Government will evaluate the contractors performance under this contract using the Quality Assurance Surveillance Plan (QASP). 1.7QUALITY CONTROL. The contractor shall establish and maintain a Quality Control Program to ensure the requirements of the contract are provided as specified. 1.8REPORTING SCHEDULE/REQUIREMENTS. The contractor shall provide the COR with written records (submit daily a DA 3903) and monthly status records of all assignments accomplished and/or required schedule maintenance/service record/report. 1.9CONTRACTOR RESPONSIBILITIES AND SKILLS. The contractor must have at least all the qualifications necessary to perform the functions listed under the scope of work. 1.10CONTACT. The contractor shall furnish a name, address, and telephone number of a person to contact for all inquiries pertaining to the laboratory records (paper and electronic), products and performance of work accomplished during normal working hours within the course of the contract. 1.11TRAINING. The contract scientist working under this contract shall be fully trained to perform all the required tasks specified in the Scope of Work (Services Provided). 1.12SAFETY. The contractor shall comply with Occupational Safety and Health Act (OSHA) and all pertinent provisions of the publication 29-CFR 1910 and EM 385-1-1. The contractor shall train his/her personnel to recognize and report unsafe conditions in the performance of their duties to their supervisor. 1.13Physical Security. The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, and equipment and materials shall be secured. 1.14PLACE AND PERIOD OF PERFORMANCE, WORK HOURS/DAYS, AND TRAVEL. a. Place of Performance: Except for the travel listed in (e) below, all work will take place at the Walter Reed Army Institute of Research. b. Period of Performance: The period of performance shall be for one year from the effective date of this order, plus four, one year option periods. c. Work Hours: Contractor personnel are expected to conform to customer agency normal operating hours (0745-1630 hours (core hours). d. Estimated Work Days: 260 days/year (2080 hours/year), Monday trough Friday (and weekends when mission required). There should be an administrative person(s) capable of reading, writing, speaking and understanding English at the office during customer service hours. e. Travel: Any costs for travel to conference/scientific meetings that is directly relate to the operations of the centralized microscope facility must be planned and/or approved prior to the event and will be paid through this contract. f. Emergency Services. On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.
