- Description
- The Federal Communications Commission (FCC) requires a contractor capable of implementing and operating the centralized numbering directory needed to extend the assignment of 10-digit numbers from the North American Numbering Plan (NANP) to users of Internet-based Telecommunications Relay Service (Internet-based TRS). This numbering directory will enable calls to be made between a deaf, hard-of-hearing or speech-impaired party and a hearing party via an Internet-based TRS using geographically-appropriate 10-digit telephone numbers. The contractor selected to implement and operate the central Internet-based TRS Numbering Directory will be a neutral third party not affiliated with any Internet-based TRS provider. Secure access to geographically-redundant central Numbering Directory servers will be restricted to Internet-based TRS providers in the interest of ensuring security and privacy of the data contained therein. To comply with the FCC Report & Order establishing the central Numbering Directory, the work described herein must be completed such that 10-digit NANP numbers are available to Internet-based TRS users no later than December 31, 2008. Based on the results of this notice, a Request for Quotation to federal supply schedule holders (i.e., GSA schedule) or Combined Synopsis and Solicitation to commercial non-schedule holder may be issued with a limited response time not-to-exceed 10-business days from issuance. As such, those interested sources capable of providing a business solution that can be awarded within 15-days after the issuance of the solicitation are encouraged to send an e-mail to: arnett.rogiers@fcc.gov The Subject Line of the e-mail shall read: INTERESTED & CAPABLE. In the narrative of the e-mail, potential offerors are to provide: Company Name & Mailing Address; Point of Contact for receiving solicitations; Telephone & FAX number E-mail Address; Verification of registration in CCR; Social-economic business status/size as defined by Small Business Administration (e.g., HUBZone, 8a, Woman-owned, Service Disabled Veteran Owned, etc.); Declarative statement that you are capable of responding to a soliciations within 10-business days.
