Description
This is a Sources Sought Synopsis ONLY. Requests for copies of a solicitation will not receive a response. The Joint Project Manager for Individual Protection is issuing this sources sought announcement as part of a market survey for production of chemical and biological protective canisters/filters, M61, for the Chemical-Biological: Joint Service General Purpose Mask (JSGPM), Field M50 and JSGPM, Combat Vehicle M51. The performance requirements of the M61 canister are specified in performance specification PRF-EA-C-2251. The specification is available at https://ibop.monmouth.army.mil. Interested parties should have the following capabilities: 1.Experience with large volume production (in excess of 500,000 units/year) of chemical protective respirator canisters or cartridges. 2.Production capability of a minimum of 50,000 canisters per month 3.Production facility operations certified to a Higher Level Quality Requirements per Federal Acquisition Regulation (FAR) 46.202-4. Examples of higher-level quality standards are ISO 9001, 9002, or 9003; ANSI/ISO/ASQ Q9001-2000; ANSI/ASQC Q9001, Q9002, or Q9003; QS-9000; AS-9000; ANSI/ASQC E4; and ANSI/ASME NQA-1. 4.Familiarity with packaging per MIL-STD-2073-1, especially for items requiring watervaporproof protection over a long shelf life (minimum 10 years). 5.Familiarity with MIL-STD-129 uniform-in-the-clear and machine-readable marking requirements to facilitate safe handling and efficient receipt, storage, and shipment. 6.Effective management of production scheduling and cost controls. Interested parties should submit the following for consideration by 29 August 2008: 1.Company information to include name, address, DUNS number, point of contact, phone number and email address and all teaming or partnering plans. 2.Copy of or listing of Quality Management Systems certifications or references. 3.Description(s) of its product(s) and pricing. Product information should include design and performance characteristics and compositions of all existing canisters including adsorbent material the interested party has manufactured. 4.Filter samples or mock-ups of existing or concepts proposed (all items shall be returned if requested by the supplier). 5.Estimated project schedule to achieve canister production rate of 50,000 canisters/month (600,000 canisters per year) and/or 100,000 canisters/month (1,200,000 canisters per year). 6.Minimum sustainable production rate per month. 7.Estimated date for first 250,000 canisters to be delivered. 8.Rough order of magnitude for end item unit cost of canister set, in its unit pack configuration. 9.The response to this announcement should be no more than 30 pages in length. This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse companies or entities that respond to this announcement. All costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this program is appreciated.
