Description
THIS IS A REQUEST FOR INFORMATION ONLY/SOURCES SOUGHT AND YOUR RESPONSE IS NOT AN OFFER AND DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SUPPLIES/SERVICES. The Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia, is seeking interested vendors capable of providing or identifying potential solutions for a non-developmental/COTS Modular Stock for the Marine Corps M40 series Sniper Rifle. The requirements for the modular stock consist of: 1) Shall be able to accept the M40 barreled action without requiring bedding compound. The barreled action consists of the following three parts: the M40 barrel (manufacturer: Schneider, part # SRBM40A330812), which has an external diameter at barrel chamber of 1.200 inches and a #7 contour; the M40 receiver, a Remington 700 right-handed short-action receiver (part # 202794); and the M40 recoil lug (manufacturer: D.D. Ross, part # USMC RECOIL LUG).2) Shall not interfere with the movement of the bolt upon extraction or upon chambering/locking. 3) Shall not interfere with the ejection of a spent or unfired round. 4) Shall possess a folding butt stock which, when folded, does not interfere with bolt manipulation. 5) Shall possess an adjustable cheek piece which can be adjusted to various heights between 2.5 inches below optical centerline and 1.0 inches below optical centerline. The cheek piece, in any position, shall not interfere with bolt manipulation.6) Shall be of such a design that allows a change in the length of pull of a minimum of 3.0 inches. It is desired that the length of pull be, at a minimum, between 13.5 inches and 16.5 inches. 7) Shall include a rigid, non-shooting hand hold. 8) Shall weigh less than 4.5 pounds. 9) Shall possess multiple interfaces for the M40 sling swivel (manufacturer: Champions Choice, part # CC-35-SS). 10) Shall possess MIL-STD 1913 rails at the 12-, 3-, 6- and 0-oclock position. The 12-oclock rail shall be of sufficient length to allow the use of the Marine Corps Scout Sniper Day Scope (SSDS) and the Scout Sniper Mid-Range Night Sight (SSMRNS). The 3-, 6- and 9-oclock rails shall be located forward of the magazine well. 14) Shall be compatible with the M40 optical platform (manufacturer: D.D. Ross, part # OP-700-SA-30). The optical centerline is 0.866 inches above the optical platform.15) Shall be compatible with box magazines of the stock manufacturers choice. Minimum magazine capacity is 5 rounds. 16) Shall possess a magazine release that is external of the trigger guard. 17) Shall be compatible with the Harris bipod (part # S-BRM) via hard mounting or via interface with the 9-oclock rail. The North American Industry Classification System (NAICS) code is 332 Fabricated Metal Product Manufacturing/332995 Other Ordnance and Accessories Manufacturing. Small Business Size Standards for this code is 500 employees. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make an offeror ineligible for award. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by providing electronically their commercial/non-developmental brochures or other literature as well as cost and availability data for their modular stock for the Marine Corpss M40 series Sniper Rifle that includes instructions and/or drawings as well as cost and availability data to Margaret Norris at Margaret.Norris.ctr@usmc.mil no later than 5:00 pm local time on 15JUL08.
