- The US Army Joint Munitions & Lethality Life Cycle Management Command (JM&LLCMC) Acquisition Center, Picatinny Arsenal, NJ 07806-5000 on behalf of the Army Armament Research, Development and Engineering Command (ARDEC) is conducting a market survey for the acquisition of Field Service Representatives (FSR) in order to conduct equipment integration, installation, training (to include testing, assessing, and live fire training), and sustainment (to include liaison and troubleshooting), ILS Management (to include property accountability, inventory control, limited material purchases, and shipping/receiving duties) for various Improvised Explosive Device (IED) defeat systems in support of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF). Performance will take place at: Central Command Area of Operations (CENTCOM AO) (Iraq, Afghanistan, Kuwait, and Djoubti). Other areas of operation include, but are not limited to Picatinny Arsenal NJ, Contractors Facilities, Fort Benning, GA, Fort Bliss, TX for CONUS Replacement Center (CRC) training, Aberdeen Proving Ground (APG) and/or Yuma for testing, National Training Center (NTC) and Joint Readiness Training Center (JRTC) for installation and training. Interested firms who believe they are capable of providing the services that meet or exceed the capabilities as delineated herein are invited to indicate their interest by providing (a) company name, company address, cage code, duns number, telephone number, fax number, e-mail address, point of contact with phone number and e-mail address (b) business size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). Included in the submission should be current in-theatre experience and skills, any security clearance classifications, and CONUS Replacement Center (CRC) training. Interested firms shall provide a written description of its previous government contracts (all prime and major subcontracts received during the last 3 years) which are in any way similar to the effort delineated herein. The description shall include the following information: (a) contract number(s), (b) Government contracting activity, address, and telephone number, (c) Procuring Contracting Officers (PCO) name, telephone number and e-mail address, (c) Government contracting activity technical representative/COR, telephone number and email address and (d) contract type (FFP, CPFF, CPIF, etc). This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
