Description
National Security Technologies (NSTec) is seeking sources that can provide a Photo-Voltaic Energy Generation System as identified below: NSTEC Livermore Operations (LO) is engaged in providing applied science, technical, and engineering services to the National Laboratory Complex within the U.S. Department of Energy. The LO facility is a single-story (mixed) administrative and engineering facility ~35,000 sq/ft in size. This (LO photo-voltaic) project is in response to recent DOE and Presidential requirements that state that all government facilities must reduce their local grid-provided energy consumption. This project entails the design and installation of a modular, roof-top mounted, photo-voltaic energy generation system that includes multiple photo-voltaic panels that will feed their energy output through an appropriately sized inverter unit that shall interface with the existing facility electrical switchgear and/or distribution panel(s). The subcontract base scope of work includes: Design : Subcontractor shall a provide pre-engineered modular photo-voltaic system that is capable of generating 20kwp of electrical energy. This design shall include drawings, specifications, calculations and any other pertinent supporting documentation sufficient to complete all work as required in this SOW. Materials and Equipment : Subcontractor shall provide all materials and equipment required to complete all work as required in this SOW. Labor : Subcontractor shall provide all labor required to complete all work as required in this SOW. System Requirements (Technical Specifications) : Refer to Attached Figure System configuration: Grid-Tie Photo Voltaic solar collectors shall not occupy more than 3000 square feet of roof space. System shall generate a minimum of 20 - kwp. System shall integrate with existing facility electrical distribution system (480vac-208vac-120vac). System shall be modular (expandable) to accommodate the potential installation of future photo-voltaic collectors. Use of panels that can (individually) produce a minimum of 250 watts per panel (peak). Roof loading shall not exceed 4-lbs per square foot for the entire roof-mounted photo-voltaic panel system. It is desirable to minimize total roof loading. Panel system shall be engineered for aerodynamic stability (no roof attachments), and capable of withstanding sustained winds of 50mph. Photo Voltaic panel system shall not utilize roof penetrations for mounting. The photo-voltaic panel system shall not interfere with existing rooftop operations or drainage systems. Subcontractor must demonstrate the ability to provide adequate engineering and product support of the installed system during its life-cycle. System shall have an engineered profile that shall not be visible from a grade-level distance of 100' as measured from the exterior surface of the East facing wall of the LO facility. Subcontractor Responsibilities : All parts and materials All labor for installation, setup, and commissioning All electrical interconnectivity (panel to panel, panel to inverter, inverter to existing customer distribution panel). Drawings and plans (as needed) by the Contractor (NSTec), landlord, and City. All permits, as needed. Post installation systems commissioning. Providing all warranty documentation to Contractor. Submittal of Company safety plan and procedures for customer review and acceptance. Ensuring that all applicable Industry Standards are met Strict adherence to NSTEC safety and security protocols. This is a small business set-aside requirement, subject to Davis Bacon.
