- The Defense Logistics Agency (DLA) is interested in receiving market information for software maintenance and enhancement help desk support and web hosting. This is a request for information seeks to obtain industry concepts, capability and market information. This RFI does not in anyway constitute a Request-For-Proposal (RFP) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this RFI. Responses to this RFI shall include the name of the organization, point-of-contact, disclosure of small business status against the above referenced NAICS code, corporate capabilities, and experience of potential key personnel as it relates. SOFTWARE MAINTENANCE AND ENHANCEMENT HELP DESK SUPPORT AND WEB HOSTING Overview The DLA Office of General Counsel (DG) requires contract support for the software program entitled the Case Management System (CMS). Specifically, DG requires hosting and maintenance of the software program on servers with access to the program via the World Wide Web (internet) and Citrix Metaframe. The contractor shall provide Help Desk support on an as needed basis during normal working hours of 9 to 5, EST. There is a plan in place to migrate the hosting service from the contractor site to DLA servers, currently residing on contractor servers. Environment The contractor currently operates the software program CMS on a Dell server accessed via the Internet using Citrix Metaframe. All transactions between Office of General Counsel personnel users and the host server will be through standard http protocols using standard web browsers (Internet Explorer) and must not require mobile code (i.e. postscript, active-X). Hosting of the CMS application and database (Interbase) will be migrated to DLA. CMS maintenance releases will be provided by the contractor to DLA personnel and scheduled for implementation within the DLA infrastructure when DLA becomes the hosting facility. Work Location and Rules All work will be performed at the contractor’s facilities or at the HQC on Fort Belvoir. It is expected that work at the contractor’s facilities will comprise 90% or more of the hours and work at Fort Belvoir will be 10% or fewer hours. DLA J6 does have an ongoing initiative to transfer the hosting responsibility for CMS to the DLA HQC local area network. DLA will provide the contractor with a computer that will be used to access the CMS application, the CMS Database server, and any other server that is deemed pertinent to the support of the CMS system on the DLA network. The hosting facility will be responsible for ensuring adequate physical security of their servers and the Government software programs at their facility. Tasks CMS must remain operational and accessible 24/7, except during the performance of maintenance that requires the system to be off-line. Once DLA assumes control of the CMS System hosting, the contractor will be limited to ensuring that anything related to CMS application system (e.g. Application Code, Database operation) remains operational. DLA will ensure access at that time and not the contractor. Technology Overview The contractor shall review the contract requirements and brief DG on enhancements or modifications to the software prior to initiating any enhancement or modification. The contractor shall: Implementation  Host CMS Software on appropriate strength servers. (This mission will transfer to DLA.)  Upgrade CMS Software as required to maintain its utility. These upgrades will include software version upgrades for the application and supporting components.  Perform and/or coordinate with DLA, all maintenance, upgrades, troubleshooting and improvements necessary to ensure the CMS application remains fully operational, 24/7. Application requires thorough knowledge of the CMS Client/Server Windows application written in Borland/Delphi, the Interbase database platform and related administration and performance techniques, and the supporting third-party software component used with CMS for reporting and ad-hoc queries, currently using Shazam Wizard. Provide Help Desk support for all matters related to the CMS application access, installation, configuration, and operation of CMS during normal business hours of 9 to 5, EST. Help desk support requires an intimate understanding of the functional user requirements in the CMS process, technical understanding of the interactions of the multiple application screens and software components, and authorization procedures to access the application. Provide technical liaison support for DLA/DG regarding DLA/Government interface partners, system technical capabilities, and provide input, where applicable, for compliance with any government directives concerning the application. Deliverables Web hosting of CMS on appropriate strength servers. (This deliverable will transfer to DLA.) Help Desk support during normal working hours. CMS System maintenance support (on-going). Deliver a copy of the CMS database and access codes to DLA DG. Provide assistance to DLA in migration of the CMS System from contractor facility to DLA, including; all supporting software components, database files, and user authorization credentials. Provide cost and schedule estimates for any requests from DLA Contracting Representatives for system enhancements, alterations, and changes that are outside of the scope of normal maintenance activities, when requested.
