- This is a sources sought synopsis for written information only. This is not an announcement requesting proposals and no purchase order will be awarded from this announcement. The EPA has a need for a contractor to provide a Sediment Profile Camera that meets the following specifications. The digital sediment profile camera unit shall include a housed optics/camera/electronics assembly, a prism assembly, a frame assembly, a trigger, a battery charger, “mud doors”, at least 250 pounds of lead weights, a download cable, a technical instruction manual, storage boxes, and all other necessary equipment. This unit must meet the following specifications: 1 - Unit is self-contained, requiring only a physical cable connection to the sampling vessel. All deployed components are rugged, constructed of materials resistant to corrosion in sea water, and rated at 1,000 meter working depth minimum. 2 - Prism window dimensions are 15 cm wide (+ 1 cm) by (at least) 20 cm tall, to deliver a “sample size” that provides consistency with developed image indices. Prism provides convenient access for filling and draining. Leading (lower) edge of prism has no protruding screw heads or other roughness on window side that would disturb the imaged sediment. Interior of prism, including all screw heads, strobe arm, etc, has been blacked out to minimize reflection. 3 - Digital imager has a minimum 6 megapixel resolution, and is readily available as a replacement. Timing between triggering and image capture is adjustable by the operator. Unit has battery and memory capacity to capture at least 250 images before data download or battery recharge. 4 - Prism/camera system has been tested and fine-tuned so that image is in focus over the entire plane of penetration, is properly exposed, and is reasonably free from artifacts including unevenness of illumination, glare areas, or repeating spot reflections (noting that some artifact is almost unavoidable in sediment profile images due to the complexities of introducing a bright light source into a prism with a mirror and several other reflective surfaces). Prior to acceptance of device, manufacturer provides two test images to document: 1) resolution at the center, corners, and bottom of image (e.g., image of any finely detailed subject that fills entire prism window, taken with the prism submerged in water and all ambient light blocked off); and 2) freedom from glare artifacts (e.g., image of grey card or black card taken with the prism submerged in water and all ambient light blocked off). 5 - Frame utilizes a sliding “carriage” apparatus to stabilize and deploy the prism. Frame unit includes an adjustable hydraulic piston to control rate of prism descent. Frame disassembles for shipping. Frame also includes deck safety pins, a “wiper blade”, penetration stops, and a penetration indicator collar. Prism penetration weights are included, and a rapid mechanism is provided to allow adding or removing weights from the sliding carriage. These specifications are critical to provide: 1) comparability with the bulk of existing sediment profile images; 2) images that allow consistent application of indices such as the Organism-Sediment Index and Benthic Habitat Quality Index; 3) ease of use; and 4) instrument longevity. Interested parties should submit a capability statement and product information that clearly demonstrates their capabilities to provide the equipment described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The applicable NAICS code is 423410. In the capabilities statements, contractors must provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women-owned, small-disadvantaged and/or service disabled veteran owned concern.
