- The Industrial Base Readiness Division of the Joint Munitions Command (JMC) is conducting a market survey of industry to identify sources that are interested in manufacturing the subject fuzes. The technical description of this item is as follows: Fuze, Hand Grenade, M228, NSN: 1330-00-168-5502, DODIC: G878. The M228 is a pyrotechnic delay igniting fuze used in conjunction with the M69 Grenade body, as a trainer for the M67 Fragmentation Hand Grenade. The M228 provides a loud report and emits a small puff of smoke when activated. The fuze is equipped with a steel safety Pin and Pull Ring, and a safety clip. The safety pin and the safety clip are removed to arm the grenade while holding the lever tight to the body. When the lever is released, the spring-loaded striker rotates and initiates the primer. The primer ignites a delay element, which initiates the igniter, which in turn provides an audible signal and emits a small amount of smoke. This survey is restricted to the NTIB for both large & small business concerns. Anticipated quantities, for purposes of this survey, are in the following ranges: 550k/month for FY09, 270k/month for FY10, 230k/month for FY11, 230k/month for FY12, and 300k/month for FY13. Deliveries should begin in 2010 and be completed in 2015. These quantities represent the total monthly requirement. The above ranges may or may not be reduced or increased by contract options designed to accommodate emerging changes in Government requirements. In your companys response to this survey, please identify your monthly capacity and state your best case for proof of that capacity. All information collected from this market survey shall be used for planning purposes only. The Government will not award a contract on the basis of this market survey alone or otherwise pay for information solicited. A respondent to this market survey should be able to show that they have adequate technical capability, manufacturing capacity, and certification to receive export-controlled technical data (as applicable). The TDP for the M228 is approved for distribution to U.S. contractors only. Export restrictions apply. The government considers use of automated processes as essential to comply with quality control requirements. This includes use of automated production as well as automated inspection. Interested producers who have the necessary capabilities should respond by obtaining and completing a Market Research Questionnaire providing the following information: a brief summary of your company's capabilities, description of facilities, personnel, and related manufacturing experience; estimated minimum and maximum monthly production quantities, estimated prices, and the minimum procurement quantity (MPQ) required for production. If a respondent does not have adequate resources, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. As stated previously, all information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. A draft technical data package will be provided, upon request, to assist respondents in developing their capability statements. Potential respondents are advised that this requirement contains technical data package (TDP) as defined by 22 CFR Section 120.10 and bears a Distribution D distribution statement. A certified DD Form 2345, Militarily Critical Data Agreement, or your certification number must be furnished with your request for the TDP. To obtain DD Form 2345 please refer to the Joint Certification Program at http://www.dlis.dla.mil/jcp/.
