- The work includes 2 major projects, 1) the rehabilitation of Runway 21L-03R, including removal of the existing pavement (11,000 ft by 300 ft) and construction of a new runway pavement (11,000 ft by 150 ft) and shoulders with drainage improvements, airfield lighting and signage, navigational aids relocation, and approach lighting system. 2) the construction of the C-17 Southwest Landing Zone, including the construction of an asphalt concrete and Portland Cement Concrete Pavement Landing Zone, drainage improvements, airfield lighting and signage The Government will award a Firm Fixed Price Construction Contract resulting from this solicitation. The basis of award is low price/technically acceptable. After a proposal has been determined to be technically acceptable, award shall be made to the offeror with the lowest proposed price. This procurement will be evaluated on FACTOR 1 - Past Performance of Offeror and Major Subcontractor(s), FACTOR 2 - Experience of the Firm and Major Subcontractor(s), FACTOR 3 - Safety, FACTOR 4 - Small Business Utilization, and FACTOR 5 - Price. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially in the most favorable terms. Proposers should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. Prospective Offerors, Subcontractors, and Suppliers should immediately register on the website in order to receive updates, such as Amendments. The official plan holders list will be maintained and can be printed from the web. Amendments will be posted on the website. This will be the only method of distributing amendments, therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. In order to participate in this procurement, all offerors must also be registered in the Contracts Central Registration (CCR). The website for CCR is http://www.ccr.gov. Inquiries regarding the closing submission date\s for proposal or the number of amendments issued, contract Ms. Julia Garcia at (619) 532-2335, julia.garcia@navy.mil. Technical inquiries must be submitted in writing at least 15 days prior to the proposal due date to Ms. Garcia. The estimated value of this project is between $25,000,000.00 to $100,000,000.00. The estimated total time for completion will be approximately eighteen (18) months, with an option to reduce the construction period by three (3) months for a new total construction period of fifteen (15) months. Date of Conference/Site Visit: Tentatively scheduled for 17 July 2008 at 08:00 a.m. (local time). Solicitation will be issued on or around 11 July 2008.
