Description
ISSUE DATE: 15 JUL 2008. Request for Proposal (RFP) HSCGG1-08-R-3WK152, DESIGN/BUILD BOAT MAINTENANCE FACILITY, USCG STATION NEW YORK, STATEN ISLAND, NY (ROSEBANK) Project consists of Design & Construction of a new Boat Maintenance Facility (BMF) at U.S. Coast Guard Station New York, which is located at Rosebank on Staten Island, NY. The scope of the project is to demolish an existing 1500 sf garage building and construct an approximately 3,000 gsf boat maintenance building. The garage building may contain Lead Based Paint. Although federal and state regulations do not require removal of LBP prior to demolition, federal regulations do require that demolition waste be tested to determine proper disposal requirements. The Contractor will be responsible for conducting necessary tests of demolition debris and developing and executing the appropriate disposal plan. At a minimum, the new building spaces shall include 2 boat bays, office, bathroom, storage, machine & engine shop, and mechanical equipment room. Site work includes connections to existing on site utilities including water, sewer, electric, natural gas, and telecommunications. Additional design and construction criteria for this project shall be included in the Phase II RFP package, including site utilities drawings. A Design/Build Specification will include Division 1 construction administration requirements, building criteria and design requirements. The successful offeror must design and construct a complete and usable facility, to be described in the RFP Phase II Documents. This solicitation is issued pursuant to FAR Part 15. The estimated price range is between $1,000,000 and $2,500,000. The Congress in authorizing and funding this project has established certain cost limitations for the project. No award can be made for the design and construction of this project which, with allowances for government imposed contingencies and overhead exceeds the statutory authorization. Proposals whose price for design and construction exceed the funds available may be rejected. A construction cost limitation will be provided in the Solicitation. This procurement shall utilize the Two Phase design-build selection procedures authorized by FAR 36.3. This process requires potential contractors to submit their past performance, basic technical approach, and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not more than five, of the highest rated contractors to receive a Phase II request for proposal. Phase II offerors shall provide a technical and cost proposal for consideration by the Government. Bid guarantees will be required at Phase II. The Government will review the technical and price proposals of the Phase II offerors. Evaluations will be conducted in accordance with FAR Part 15 and the evaluation criteria set out in Section M – Evaluation Factors For Award. Due to the constrained space at the intended building site, engineering ingenuity and creativity by the contractor will be important during the Phase II selection process. All evaluation factors, other than cost or price, when combined, are approximately equal to price. NAICS 236210. Size Standard is $31.0M.Contract duration is 200 days. This acquisition is 100% set aside for Small Business Concerns. The Government anticipates award of a Firm Fixed Price contract. Approximate issue date is July 15, 2008 and approximate due date for proposals is August 14, 2008 at 2:00 p.m. local time, Warwick, RI.
