Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested and a written solicitation document will not be issued. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) HSHQDC-08-Q-00222. The combined synopsis/solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-25. The NAICS code for this requirement is 512110. It is incumbent upon prospective offerors to monitor the FEDBIZOPS web page for any/all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. The Department of Homeland Security, Office of Procurement Operations (OPO), Protection, and Health Affairs Acquisition Division (PHAAD) intend to award a Firm Fixed Price (FFP) Purchase Order for a Standard Definition DVD on Infrastructure Information Collection Division (IICD) capabilities to include ACAMS, iCAV, and PCII. Includes script, travel to production locations, full production, editing and graphics services. IICD Standard Definition DVD shall will be used to film in the Washington, DC area. Also, filming will be required at two additional locations in the U.S. (Potentially one on the East Coast and one on the West Coast.) Description of the item: Standard Definition DVD on IICD capabilities 1 each plus copies in accordance with the Statement of Work. Price shall be FOB Destination and Production shall begin upon award and be completed within 3 months. PROVISIONS AND CLAUSES: Referenced on the attachment for additional information. 52.212-2 EVALUATION-COMMERCIAL ITEMS. As prescribed in 12.301(c), Evaluation-Commercial Items (JAN 1999), (a) The Government will award a contract resulting from this solicitation on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non cost factors. The following factor shall be used to evaluate offers for technical acceptability: technical capability of the item offered to meet the Government requirements as described in the Statement of Work. All responses on questions regarding this posting must be in writing and sent via email to jose.munoz@hq.dhs.gov. Phone calls will not be accepted. If no responses are received, the anticipated award date is July 11, 2008. Quotes will be evaluated on the basis of the Lowest Price Technically Acceptable Quotation.
