Description
This solicitation is issued pursuant to Section 8(a) of the Small Business Act, 5 USC 637(a) and in accordance with FAR Subpart 19.8. The contractor shall provide comprehensive base operating support services to the Department of Homeland Security, Federal Law Enforcement Training Center, and its ancillary support facilities, located in Charleston, South Carolina. The contractor shall provide both student support and facility-based services. Student support services include such activities as operation and cleaning of dormitories, operation of the dining facility, pick-up and transportation of students to various locations, IT/audio visual maintenance, recreation services, warehouse and post office support, and training support services of various types (such as providing range masters, role players for practical exercises, computer laboratory support, equipment issue, etc). Facility-based services include activities such as janitorial services, trash removal, facility and grounds maintenance, office equipment and furniture cleaning and movement. The contractor will also provide labor, equipment, transportation, administrative support, training and supplies necessary to ensure competent and productive performance of services in accordance with the terms and conditions described in the Performance Work Statement. Proposals will be evaluated using source selection procedures that will result in award of a competitive, firm-fixed price contract with some Time and Material (T&M)/Labor Hour line items. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, will be the most advantageous to the Government, price and technical factors considered. Evaluation factors include Past Performance, Technical and Management Capability, Personnel Resources and Corporate Experience, Environmental and Safety, Quality Control, Property Control, and Price. The contract will be awarded for a base period of not to exceed one (1) year, four (4) one-year option periods, plus three (3) award incentive option periods. Price proposals will be evaluated to include the base year price plus all option periods and award will be made for the base year only. The Government reserves the right to: reject any or all proposals at any time prior to award; negotiate with any or all offerors; award the contract to other than the offeror submitting the lowest total price; award to other than the offeror submitting the highest technically rated proposal; and award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. OFFERORS ARE ADVISED THAT THE GOVERNMENT DOES NOT INTEND TO HOLD DISCUSSIONS; BUT RESERVES THE RIGHT TO HOLD DISCUSSIONS, IF DETERMINED NECESSARY TO MAKE A BEST VALUE AWARD DECISION. The Government intends to issue the Request for Proposal (RFP) electronically by posting it on the www.fedbizopps.gov website. Proposals will be due by 3:00 p.m., Eastern Time (ET) on 05 August 2008. The RFP, including the performance work statement, is available for viewing and downloading, although the downloading may be excessive. Attachments will be mailed to those offerors requesting them. IT WILL BE THE OFFERORS’ RESPONSIBILITY TO EMAIL A DELIVERY ADDRESS TO THE CONTRACTING OFFICER, Lori J. Prater at lori.prater@dhs.gov or fax your request to 843-566-8561, Attention: Ms. Lori J. Prater, Contracting Officer. A Pre-proposal Conference and Site Visit is scheduled for 09 July 2008 at 9:00 a.m. ET. Deadline for vendor questions is set no later than 12:00 noon, ET, on 03 July 2008. Attendees names are requested by 12:00 noon ET, on 07 July 2008. Answers to all questions received prior to and after the pre-proposal conference will be issued as an amendment to the RFP. Amendments will be posted on the website for downloading. This will be the ONLY method of distributing amendments, therefore, IT IS THE OFFERORS’ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Results of proposals will not be made available. Competition is limited to 8(a) firms under the SBA’s 8(a) program. NAICS Code is 561210, Facilities Support Services/Base Maintenance. The Small Business Size Standard is $32.5 million.
