Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-08-T-1858 is being issued as a request for quote. The US Army Aviation and Missile Command intends to issue a sole source purchase order for one each Model 4000 X-Ray Diffraction System, to Technology for Energy Corporation (TEC), 10737 Lexington Dr, Knoxville, TN 37932-3230. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. CLIN 0001 will be issued for the following TEC 4000 X-Ray Diffraction System, installation, and training support, which also includes the following specifications: (1) one workstation/interface unit, which will contain a self contained water cooling system; (2) X-Ray Diffractometer Assembly. The goniometer shall have a Psi-angle range of negative 45 degrees to positive 60 degrees; (3) One round collimator set (1, 2. 3, 4, 5 mm circular); (4) Diffractometer Quad-Leg Stand Assembly; (5) One X-Ray Detector and Electronics; (6) Detector Mounts; (7) Detector Calibration Mask (8) Optical Beam Safety System; (9) One stressed sample for calibration; (10) One stress-free sample for calibration; (11) One chromium X-Ray tube (pre-aligned) assembly; (12) X-Ray filter assembly; (13) One 156 degree detector bracket; (14) PC (Pentium III minimum), 15 monitor and accessories (includes color printer); (15) TEC SaraTEC software and operating software; (16) On-site training for one person; (17) One copper X-Ray tube; (18) One retained austenite bracket; (19) One rectangular collimator set (for complex geometries, [0.5, 1.0, 1.5, 2.0, 3.0 mm wide x 5.0 mm long]); (20) One 160 degree bracket; (21) One 149 degree bracket; (22) One 142 degree bracket; (23) One 135 degree bracket; (24) One 128 degree bracket; (25) One Phi Rotation Table; (26) One X-Y Table; (27) The X-Ray system shall operate in either the Psi or Omega orientation; (28) 12 month return to factory warranty shall be included for destination Redstone Arsenal, AL. The place of delivery, inspection, acceptance, and FOB Point of Destination shall be Redstone Arsenal, Alabama, 35898. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 14 July 2008, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation of Commercial Items; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003, Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003, Army Electronic Invoicing Instructions, are applicable to this acquisition; other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with 252.232-7003. Quotes are due no later than 12:00 noon, (CST), 14 July 2008, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
