Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please note that the recipient of this award should be an authorized dealer for Mobile Satellite Ventures (MSV). This advertisement is for Brand Name or Equal. This equipment is required to be compatible with existing Mitsubishi TU-100 AN TU-200 equipment currently being used. The Solicitation number is W9127Q-08-T-0024 and is being conducted as a 100% Small Business Set-Aside under the procedures of Part 12 and 13, test program, for brand name Mobile Satellite Ventures MSAT G2 Mobile Satellite Radios. The North American Industrial Classification System (NAICS), number is 517410; the size standard is $13.5 Million. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-26. The Mississippi Army National Guard intends to award a one time, firm fixed price type contract for a quantity of three (3) each Mobile Satellite Ventures Mobile Satellite MSAT G2 Radios/Phones. Each one shall be in a sturdy, transportable pelican cases, HUGHES G2 SATELLITE TRANSCIEVERS, PTT MIC, SELFTRACKING DOME ANTENNA WITH 18 FOOT COAX CABLE, 115 VAC-13.5 vdc POWER SUPPLY, MAGNETIC MNT ANTENNA KIT, RADIO, MSAT-G2 TO INCLUDE COMMUNICATION MODES, TWO-WAY RADIO HALF-DUPLEX DIGITAL, VOICE FULL-DUPLEX DIGITAL. FREQUENCIES: TRANSMIT = 1626.5-1660.5 MHz AND RECEIVE = 1525.0-1559.0 MHz. 6 KHz CHANNEL SPACING, HUGHES 2100 TRANSCEIVER UNIT, NO MORE THAN 0.8 LBS. SPAC-AS-MSV220 LAND MOBILE ANTENNA, NO MORE THAN 4.6 LBS. SPAC-AS-MSV320 MARITIME ANTENNA, NO MORE THAN 10.3 LBS. DIMENSIONS: HUGHES 2100 TU - 6.5 WIDTH X 1.1 HEIGHT X 5.6 DEPTH. DT-200 HANDSET: 2.9 WIDTH X 1.4 HEIGHT X 6.8 DEPTH. LAND MOBILE/FIXED ANTENNA = DIAMETER 9.8 X 3.9 HEIGHT. MARITIME ANTENNA = DIAMETER 11 X 11 HEIGHT. DUST IN ACCORDANCE WITH SAE J1455 SECTION 4.7. RAIN, ANTENNA = PRECIPITATION RATE OF 2 /HOUR. POWER: PRIMARY VOLTAGE = 12V DC NOMINAL INPUT CURRENT: 3 AMPS MAX. (NOTE: RADIOS MUST BE MSAT-G2 HUGHES CORPRATION SATELLITE RADIOS OR MUST BE EQUAL TO THE HUGHES MSAT-G2 RADIO) AND EACH RADIO SHALL BE EQUIPPED WITH AD-DC POWER SUPPLY& CIGARETTE LIGHTER ADAPTORS. This contract will be awarded on an all or none basis. This solicitation is for Brand Name in accordance with FAR 11.105. Justification for Brand Name: Mobile Satellite Ventures is the only manufacturer that offers nationwide push to talk through satellite using the MSAT radio. As MSAT radios are currently deployed in multiple field locations, compatibility, training and continuity of communications are required. Push to talk ability requirement permits one user to talk to many users simultaneously. Delivery is 15 days after receipt of order (ARO), to the Emergency Operations Office, 1410 Riverside Drive, Jackson, MS 39202. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale.
