- The Department of Homeland Security, Immigration and Customs Enforcement (ICE) intends to issue a solicitation for target range and bullet trap maintenance. This solicitation will be issued as a 100% Small Business Set-Aside. The work will include inspecting, repairing, operating, and performing preventive maintenance on Caswell range target equipment; restoring equipment to fully operational condition, replacing or repairing parts of equipment subject to normal wear and tear, and providing bullet trap maintenance at the ICE facility located in Alexandria, VA. Other tasks included in this requirement are: clean-up of the indoor firing ranges; chipping and removing lead from the bullet traps and behind firing lines; removal and replacement of HVAC filters; removing bullets and lead debris from the bullet traps; cleaning range surfaces; and packaging or containerizing, handling, marking, labeling, loading, and transportation of lead waste from the target range. All surfaces and equipment located inside the firing ranges are considered contaminated by lead, therefore, work shall be performed in compliance with the applicable OSHA Standards pertaining to Occupational Lead Exposure and Controls. The contractor shall be able to establish and maintain a Hazardous Material Control Management (HMCM) Program for total life cycle control of all hazardous material and hazardous wastes located at the facility, and shall provide a competent person experienced in the management of lead projects. It is anticipated that this will be quarterly maintenance, but the frequency may increase based on usage of the facility. ICE intends to award one contract with a base year and four option years as a result of this solicitation. The anticipated release date of the solicitation is on or about 10 July 2008. It is the contractor’s responsibility to monitor the Federal Business Opportunities (FBO) website for the release of the solicitation and any amendments. Copies of the solicitation or amendments will not be mailed – it is the contractor’s responsibility to download a copy from FBO. All contractors submitting a quotation are reminded that registration in the Central Contractor Registration (CCR) database (www.ccr.gov) is mandatory to be considered for award.
