- GRAND CANYON NATIONAL PARK Vertical Wind Turbines (A) This is a combined synopsis/solicitation for a commercial ITEM prepared in accordance with the format stated in Federal Acquisition Regulations (FAR) Subpart 12.6, and the use of Simplified Acquisition Procedures as authorized, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby being requested and a separate written solicitation will not be issued. (B) The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation, to the offeror whose proposal provides the best value to the Government. (C) The proposed contract is set-aside for small business concerns since the amount is between $3,000.00 and $100,000.00 (FAR 13.003). However, large business concerns may submit a proposal but do so with the understanding that they will be considered only if no small business concerns request consideration. (D) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 www.acqnet.gov/FAR. (E) Solicitation#: Q8219080942 (F) NAICS code: 333611 (G) Contract Line Items Contract line item 0001: Vertical Wind Turbines Quantity: 3 Rated Capacity: 2kW rated output, with 3.5kW maximum power output. Contract line item 0002: Freight/Shipping SCOPE OF WORK Specification: The Grand Canyon National Park would like to purchase 3 Vertical Wind turbines, each with a rated output of 2kW. The turbines will be used as a supplemental power system for the off-grid Tuweep Ranger Station. The description given for the unit will be for each individual turbine. The rotor dimensions shall be no larger than 6 feet high and 4 feet wide. The rotor construction shall be of aluminum alloy, with segmented blades for easy transportation. Each segment should weigh approximately 5 pounds. The rotors shall have a survival speed of less than 115 mph. The generator shall be a 2kW high efficiency, low rpm, Permanent Magnet Generator, with a sealed housing to prevent dust ingress, located near the ground. A Battery Charge Controller with an integrated dump load and rectifier shall be included. The system shall transmit AC power between the turbine and the controller to ensure minimum power loss. The design life of the turbine shall be a minimum of 30 years. The turbine will come with a minimum 2 year warranty. Turbines shall be designed for silent operation and shall operate at less than 5 decibels above the background noise. Also, provide a drawing with the size of the foundation, including rebar size and requirements needed for the installation of the turbines and what size bolts and spacing is required. The following factors shall be used to evaluate offers: in descending order of importance (most important first, ) - price, technical capability of the item offered to meet the Government requirement and past performance. Technical and past performance when combined is approximately equal to cost or price. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
