- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), intends to procure on a sole-source basis for services regarding the Health Information National Trends Survey (HINTS) with the University of Puerto Rico, PMB-371 P.O. Box 70344, San Juan PR 00936. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $6.5M. Period of performance: Performance shall be one (1) year from date of award. The Contractor shall provide services to the National Cancer Institute's (NCI) Behavioral Research Program, Health Communication and Informatics Research Branch in planning, conducting, and analyzing Health Information National Trends Survey (HINTS 2007) administration among a sample of the population of Puerto Rico. The contractor shall be responsible for the following tasks: -Needs Assessment: The contractor shall modify the HINTS instrument for use to gather data within Puerto Rico as an extension of the national survey in PR. -Survey Design: The Contractor shall develop a national sampling frame for the Puerto Rican public resulting in approximately 600 completed interviews for adults 18+ years old, following the protocol for the HINTS 2007 mainland administration of the survey. -Instrument Translation: Using the HINTS 2007 Spanish Version questionnaire as a base, the contractor shall modify language as needed to ensure psychometric equivalency with items from the English version of the instrument -Pilot of Sub Section of Instrument: The contractor shall conduct a formative evaluation of subsections within the translated HINTS instrument to ensure compatibility of items within the local context. -Data Management: The contractor shall employ BRFSS standard operating procedures to code, edit, clean, and verify and store data as they are collected. -Data Analysis: The contractor shall include the results of preliminary data analysis in the final written report. -Dissemination: The contractor shall create a master data kit file. The contractor shall also provide the data elements, text, and visual materials for placement on the NCI Web site. -Final Report: The contractor shall submit a written Final Report, in both draft and final forms. The Puerto Rico Department of Health (PRDH) has signed a memorandum of understanding with the University of Puerto Rico indicating that CCCUPR will be the bona fide agent to operate the significant cancer programs in Puerto Rico such as the CDC-funded Comprehensive Cancer Control and National Breast and Cervical Early Detection Programs. As the leader in cancer prevention and control initiatives in Puerto Rico, the CCCUPR through the Puerto Rico Cancer Center has demonstrated a history of successful partnerships with the National Cancer Institute (NCI). Using the existing Behavioral Risk Factor Surveillance System infrastructure, the CCCUPR is uniquely positioned to conduct this research. The unique aim of this research is to expand surveillance reach to a larger Hispanic population coupled with expertise in cancer prevention and control and infrastructure for conducting surveillance research. The aforementioned items make the Comprehensive Cancer Center at the University of Puerto Rico uniquely qualified to perform this statement of work. This experience and expertise is not readily available within the research community. Any efforts to identify the required skills and expertise through outside sources would pose additional undo costs to the government. Therefore, it would be in the best interest of the government to use this contractor because of its ability to perform these tasks in a cost-efficient and timely manner. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on July 10, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
