- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with DME Corporation located in Orlando, FL. The Government intends to procure 6 clamshell fixtures, part number 3875AS10863, which will be incorporated into the design of OTPS 19 under Contract N68335-04-C-0254, under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This fixture has been designed by DME Corp. to significantly improve maintenance procedures under OTPS 19 which is being designed by DME under contract N68335-04-C-0254. Only DME possesses the design and manufacturing data for OTPS 19, which houses this fixture. As such, only DME has the exact form, fit and function data necessary to properly incorporate the fixture in the OTPS within the tight tolerances required. Information such as clearance with other components within the OTPS and hole placements is critical and must be held to extremely tight tolerances. Only DME possesses this data. Although a complete technical data package for this OTPS is a part of the design phase, the Government will not take delivery of this technical data package early enough to support competitive procurement of this item. A complete technical data package will not be available until August 2008. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
