- This is not a solicitation announcement. This is a sources sought synopsis for Small Business Concerns Only. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or resultants will be issued to the respondents. FMSCA has a requirement which expires in August 2008 and is seeking a Small Business Concern that can provide the following services: Interpretation, classification and evaluation of traffic records data; provide quality assurance, data analysis, consultative support, solutions and training capabilities for Federal, State and local law enforcement or public safety agencies. Offerors must understand the coding conventions, data elements, and guidelines in FMCSA’s SAFETYNET and Motor Carrier Management Information Systems. Offerors must have broad experience with the coding and classification standards authorized by the National Safety Council and American National Standard Publication for the Classification of Motor Vehicle Traffic Accidents. Offerors must be able to provide evaluation, analysis and training services to the Federal, State and local agencies on how to collect accurate commercial motor vehicle crash data and to ensure the data is properly translation from State Systems into FMCSA’s SAFETYNET. Respondents to this notice must indicate whether they qualify as a Small Business Concern under NAICS Code. The proposed period of performance for this acquisition will be for a base period and four one-year option periods. Interested Small Business Concerns are invited to identify their interest and technical capability to respond to the requirement within 5 working days. Responses are due to the address specified in this Sources Sought Notice by midnight on July 2, 2008. Small Businesses must provide a copy of their Capability Statement, which must include relevant experience; existing contracts; past performance; and indicate the contractor’s ability to perform the proposed services. Brochures are not sufficient documentation for demonstration of capabilities. Responses will be not returned. This notice is not a request for competitive proposals and will not result in a contract. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedbizOpps.
