Description
This is a sources sought synopsis only. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for passenger air transportation services from Elmendorf Air Force Base, Alaska to various locations throughout Alaska, including 3,500 foot gravel airfields. A sampling of the locations (not all inclusive) serviced are Cape Lisburne, Cape Romanzoff, Fort Yukon, Galena, Ketchikan, King Salmon, Oliktok, Point Barrow, Sparrevohn, Tin City, and Indian Mountain. Aircraft must be IFR-equipped, multi-engine aircraft, and be capable of transporting a minimum of seven (7) passengers with baggage capacity of 980 pounds, and the capability to land on and take off from 3,500 foot gravel runways. Contractor aircraft must be fully self-supporting with internal passenger stairs, and auxiliary power unit (APU) for self-starting. Air carriers must possess an FAA operator certificate for FAR part 135. The successful offeror must obtain approval of the DOD Commercial Airlift Review Board. Potential set-asides will be determined after responses to this notice are received. It is anticipated that a solicitation will be issued around August/September 2008. This notice is for market research only. All interested offerors should submit information to Cliff Beasley by mail to USTRANSCOM/TCAQ-R, 508 Scott Drive, Scott AFB, IL 62225-5357, by fax (618-256-6419), or email to john.beasley@ustranscom.mil by 11 July, 2008. This agency has not made a final commitment to procure the stated requirement and this notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this notice from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Department of Defense (DOD) will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the DOD and will not be returned.
