Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested, a written solicitation will not be issued. The Request for Quotation number is H92242-08-T-0621. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-23, dated 26 December 2007 and DFARS Change Notice 20080110. The DPAS Rating for this solicitation is S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This requirement is Unrestricted. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing WASP IUNMANNED AIRCRAFT SYSTEMS OPERATOR AND MAINTAINER TRAINING. Performance shall be In Accordance With the below Statement of Work. This requirement is FOB Destination. STATEMENT OF WORK: 1.0. 1. Background Naval Special Warfare Group- 4 (NSWG-4) has identified a requirement for Special Boat Team (SBT) members to begin training on specified Unmanned Aircraft Systems (UAS). The Aqua Wasp systems have been procured by USSOUTHCOM and will be deployed by the operators at the conclusion of training. 2. Scope This SOW identifies the specific tasks and supporting requirements to prepare and conduct an AQUA WASP UAS operator and maintainer Course of Instruction (COI) for SBT members to include but not limited to: •Site setup & certifications •Required equipment •Conduct of training 3. Specific Task Areas 3.1 Curriculum The training shall be conducted in accordance with USSOCOM Directive 350-9 which consists of a combination of classroom and flight training using system hardware consistent with the contract deliverable hardware. The training program curriculum shall follow USSOCOM Directive 350-9 to include; hands-on system operation from fixed position and mobile platforms (water craft and vehicles), simulator operation, airspace management, standard operating procedures (SOP) for fixed and mobile launch/recovery and variable environmental conditions, maintenance, and system malfunction troubleshooting. 3.2 Course Package The training package will consist of 1 Site Lead, 3 Instructors, classroom training material, and a sufficient number of UAS to support a curriculum of at least 51% Aqua Wasp flights. The training package will support a maximum of 12 students. 3.3 Training The training will be conducted over a ten day period and may be required to be conducted on weekends, federal holidays and shall be continuous, if so scheduled by the Government. The Contractor shall plan, and execute the training identified in this SOW in coordination with the NSWG-4 Training Liaison or Contracting Officer’s Technical Representative (COTR) to meet the overall objectives and capabilities for this training. 3.4 Assessment The Contractor shall provide the specific data necessary to assess individual skills, knowledge, and achievement of performance objectives. Students shall be assessed by the Contractor on the performance standards and go/no-go criteria identified in the training syllabus. The Contractor will evaluate students through written examination and task performance during the Practical Exercise portion of training events. The Contractor shall track and record individual student task proficiency throughout training and provide results to the designated NSWG-4 UAS Training Liaison within 7 days of course completion. Assessment information will include students’ name, organization, written and practical performance assessment results, and overall assessment recommendation (Go/No-Go and/or Pass/Fail). The Contractor shall make recommendations to the Government for dismissal of any student who has shown an inability to understand and execute the course material or has behavioral issues. 3.5 Training Personnel, Facilities and Materials The Contractor shall be responsible for providing each student with required training materials (a minimum of one (1) operator manual, student guide handout and takeaway CD with PDF copies of all course lessons) and UAS to conduct training operations. The Contractor shall supply UAS components, support materials, and consumables necessary for conducting training. All costs/charges associated with logistics for off-site shipping of systems and components for higher-level maintenance will be handled by and paid for by the Contractor. The Government will provide a training classroom and range facilities. The Government will provide a climate controlled storage area for storage of training assets and support equipment. The Government will provide all necessary electronic and paper maps required for the allocated training range. The Government will be responsible for all range scheduling and frequency coordination/de-confliction. The Government will provide water craft suitable to the maritime training environment. The Government will provide a Training Liaison to ensure logistic and training issues are resolved. This liaison will be available during all training times and will facilitate the COI. NSWG-4 will have approval authority for course material and/or changes to the COI. 3.6 Locations and Schedule Training shall be at a Government-approved location (Stennis, MS and Camp Shelby, MS). The Contractor shall provide resources and material for a mobile training capability. The Government shall provide all transportation for Government personnel. Training locations shall be coordinated by the NSWG-4 Training Liaison. The schedule will be coordinated with the Contractor and directed by the NSWG-4 Training Liaison. The NSWG-4 Training Liaison will identify the training location to the Contractor not less than 45 days (minimum) prior to training start date. Under the terms of the contract, the Government can change the training location up to fourteen (14) days prior to the COI start date. The Training Liaison will notify the Contractor of any class cancellations no later than 10 days prior to the COI start date. 3.7 Training Expertise Contractor personnel shall be fully capable of supporting the training and have the knowledge and expertise to meet the requirements specified in this SOW. The Contractor shall assign supporting personnel to perform the services and functions necessary to execute training requirements outlined in this document. Personnel assigned to this task shall be capable of conducting training IAW this document. 4. Deliverables Vendor shall deliver items shown in Table 4-1. (a) The government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be the most advantageous to the Government price and other factors considered. While price will be a significant factor in the evaluation of offers, it will not be the most significant factor. The factors order of preference from most important to least important are: 1. Technical, 2. Past Performance 3. Price. Past Performance information: The quoter shall submit, as part of its quote, information on three previously performed contracts or on-going contracts within the past three years that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be limited to the name and address of the organization for which the services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter’s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ.
