- Request for Information (RFI) only for planning purposes. This is a request for information only as defined in FAR 15.201. This is a Request for Information (RFI) announcement for the purpose of seeking resumes from individuals who wish to provide expert services in support of litigation on a contract basis. The EEOC does not intend to award a contract on the basis of responses to this document. The information to be obtained is for identifying potential expert witnesses for future EEOC litigation. The EEOC, by means of this RFI, seeks to broaden its pool of potential experts by identifying those individuals who would be interested in serving in this capacity and who satisfy the following qualification requirements. The potential expert witnesses should have completed a Ph.D. degree in labor economics, economics or industrial relations (preferably with a specialty in human resource economics); psychology (especially industrial/organizational psychology); or statistics from an accredited university. Individuals who do not possess a Ph.D. in the subject matter areas listed above must have at least a Master’s degree in one of these fields and extensive experience in conducting analyses of issues in the EEO area. Potential experts must also have extensive education, training or experience in research methodology and statistics, as well as substantial experience in obtaining and analyzing electronic data, particularly through statistical software such as SAS. Potential experts from academia must have experience at the assistant professor or higher level, teaching undergraduate and/or graduate students in the subject areas shown above. Non-academicians must have comparable experience conducting theoretical and/or applied research on topics related to their fields, particularly in the area of employment or employment discrimination. In order to assess qualifications, potential experts must submit a recent writing sample, such as a monograph or peer-reviewed journal article, or some other comparable writing. Also, if individuals have experience providing expert services in connection with employment discrimination or equal opportunity employment matters, including analysis, report writing and expert testimony in federal litigation, this information should be provided as well, listing those matters by date, the names of the parties, and the name of counsel for whom the individual provided such services. This is an RFI announcement and not a solicitation for proposals. This RFI is being issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. The Government will not reimburse interested parties for any cost associated with responding to this announcement or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. Responses to the RFI will not be returned. Responses to this RFI are due August 27, 2008 at 2:00 p.m. EST.
