- Description
- The Product Manager, Combat Engineer/Materiel Handling Equipment intends to procure and estimated 92 the Type I Hydraulic Excavator (HYEX) utilizing Best Value Source Selection methods on a Full and Open Competition Basis. The single award contract will be a Firm-Fixed Priced 5 year requirements type contract. The hydraulic excavators are diesel engine driven, crawler-mounted, and have a hydraulic quick connect/disconnect coupler system. The Type I will have a variety of attachments for general excavation, digging, trenching, and lifting operations. The attachments include: material handling hydraulic thumb, heavy duty bucket, and utility bucket. In addition to other minor military modifications, the contractor will also be required to design an armor capability (crew protection kit) that protects the operator of the vehicle from explosives. The contract is comprised of efforts primarily in these areas: (1) Hardware: The HYEX and some attachments: designing, building, testing and delivering of the vehicle; (2) Data development for the HYEX: Providing logistic and technical data, and conducting training for the HYEX. The operational mission of the HYEX will be to support Combat Support Brigade Teams in the Armys Future Force by performing excavating construction missions requiring digging, dredging, lifting, loading, trenching, and concrete crushing capabilities. As part of this procurement, the contractor, or the contractors sub-contractor, may be required to have a SECRET facility clearance to allow the handling and storage of CLASSIFIED information. Individual DD Form 254 will be issued for each classified Deliver/Task Order. FOB is Destination except for vehicles sent outside the Continental United States. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list.
